Job Description

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. Our activities focus primarily on the supply of vital medications and medical equipment, non-food items, water and sanitation and women and children’s protection, and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq and the region that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.

Job Overview/Summary:

Under the guidance of the CP Manager and the Senior Child Protection Officer, youth Officer will support vulnerable children and their families with psychosocial and recreational activities in Mosul. Children requiring additional support will be referred to case management by the Officer. The Officer will also be responsible for implementing the IRC’s community-based child protection activities.

In support of this activity, the youth Officer, with the support of the Child Protection Senior Officer, will coordinate with relevant child protection actors and service providers and members of displaced communities to support children. The candidate must be able to work each day in Mosul, with regular travel to CP centers inside Mosul and some travel to Erbil as required.

Responsibilities:

Psychosocial Activities

- With support from the Senior Outreach Officer and according to detailed work plans deliver psychosocial and recreational activities for youths. Activities will be conducted with in accordance with the IRC developed activities for youths in which the Officer will be trained and supervised. - The officer will collaborate and coordinate with youths, stakeholders, local authorities, CP mobilizers, facilitators, and CP senior officer to identify community need MOST and then implement youth projects accordingly. - With the support of the Senior Officer and according to the detailed work plans and the Officer will deliver parenting skills training to parents of vulnerable children. Activities will be conducted with in accordance with the IRC developed training materials in which the officer will be trained and supervised. - The Officer will collaborate with the Child Protection Mobilisers and facilitators who will support psychosocial activities.

Case Management:

- The Officer will collaborate with the Child Protection Mobilisers who will support psychosocial activities to identify and refer vulnerable children to case management and their families to the IRC.

Community Based Child Protection

- The Officer will support training and capacity building activities to Children’s Committees and/or Child Protection Outreach Workers. - The Officer will work with Children’s Committees and/or Child Protection Outreach Workers to implement their assessments, safety maps and action plans.

Documentation, Reporting, Monitoring and Evaluation

- Ensure all youth and parenting programs related documentation is up to date as guided. - Ensure all activities are documented as required. - Provide Senior Officer with input into monitoring and evaluation system on a regular basis.

Other:

- Collaborate with the Child Protection Senior Officer to ensure that supplies are available for child protection activities in a timely manner and resources are available to support events, training, workshops conducted by outside consultants/experts. - Provide continuous feedback to the CP Manager and Senior Officer on any challenges in the work implementation to be addressed directly with corrective steps/measures if needed. - Ensure compliance with IRC policies and protocols of confidentiality, respect and safety. - Perform other duties, as needed or requested by the supervisor

Qualifications

- Bachelor degree in relevant field. Social work background preferred. - Prior professional experience in a similar post. - Previous work with children. - English and Arabic required. - Ability to work independently in a rapidly changing professional environment with a view towards establishing administrative procedures and protocol that will ensure optimal functioning of the Operation. - Good interpersonal, organizational, and time management skills. - Ability to maintain the highest degree of discretion.
