Job Description

Job Overview:

IRC’s Women’s Protection and Empowerment (WPE) Technical team is expanding its support to country programs operating in the Latin America region. The Women’s Protection and Empowerment (WPE) Technical team strives towards a vision whereby women and girls with their communities, work to create a world where they are valued and live free from violence, and can exercise their rights to promote their safety, equality and voice. The team supports country programs to adhere to minimum standards and principles of good practice in the prevention of and response to gender-based violence and to meet the safety, health, psycho-social, and justice needs of women, girls, and survivors of gender-based violence. This position will provide technical guidance on women’s protection and empowerment to country programs in the Latin America region.

This position is a hybrid role, which also includes global technical work on on building and implementing a virtual Training of Trainers program for the IRC’s Engaging Men in Accountable Practice intervention. 50% of the position will be spent on technical support to the WPE programs in the Latin America region and 50% will be on virtual Training of Trainers work. The position will report to the WPE Senior Technical Advisor and work in close collaboration with the Primary Prevention Advisor.

Major Responsibilities:

Guide program design for Latin America and Caribbean region:

- Support country program staff to design programs and projects, ensuring that they are: - Help define approach to teaming/ partnering with other organizations - Support selection of indicators for country programs

Engage in business development:

- Review technical quality of proposals, including review of technical activities and ensuring alignment to IRC’s outcomes. When necessary, write technical narrative of proposals - Provide input on budgets required for project delivery - Engage with donors and do outreach in support of country programs

Build technical capacity of country program staff to ensure ongoing program quality and innovation:

- Share cross-context learning with program staff across the regions - Conduct technical training and ongoing technical coaching for country program staff, including on IRC outcomes, theories of change, evidence and indicators - Review and share program-specific tools / resources / curricula and work with Technical Unit specialists to contextualize and adapt global and country-specific materials

Develop online learning module for virtual Training of Trainers

- Identify content from existing EMAP resources for asynchronous and real-time virtual learning - Create syllabus and implementation schedule for virtual Training of Trainers, including expected duration, level of engagement per week through synchronous and asynchronous methods, and any at-home assignments or activities, which estimates 160 hours of participant engagement over 1-2 months - Manage creation of videos for asynchronous learning and translation into Spanish, including oversight of consultants for translation into Spanish, animation (if needed), and voice-overs (if needed) - Conduct and analyze key informant interviews with EMAP practitioners and faculty with expertise in virtual learning, in collaboration with Senior MEL Advisor, to inform creation of virtual module - Work in close collaboration with UNHCR staff to select appropriate online learning platform and populate the selected platform with video content, assignments, and evaluation questions

Administer five virtual Training of Trainers

- Over 8 months (2022), facilitate five multi-session virtual Training of Trainers with real-time learning for a group of 25-30 racially/ethnically diverse groups of individuals with varying educational backgrounds per Training of Trainers, in English and Spanish - Provide feedback to participants on take-home assignments and activities - Monitor participants’ progress in internalizing and teaching core concepts of the curriculum, and provide guidance in response to questions on program principles, content, and implementation

Iteratively refine virtual training module

- Provide feedback to Senior MEL Advisor on plans to monitor and evaluate each Training of Trainers, including development of pre-posttests, real-time observation of course sessions, and opportunities for period feedback throughout the training module - Review analysis of monitoring and evaluation data and refine virtual training module content and administration, with input and feedback from the Senior MEL Advisor and Primary Prevention Advisor

Facilitate virtual learning and reflection with project partners

- Lead virtual discussion and reflection on next steps with colleagues from UNHCR and IRC. - Support development of concept note on future directions for work on engaging men in accountable practice.

Other

- Organize and facilitate meetings with the project team - Write donor progress reports and manage donor budgets - Assure implementation is in alignment with project work plan.

Key Working Relationships:

Position Reports to: Senior Technical Advisor, Women’s Protection and Empowerment team, Violence Prevention and Response Unit Indirect Reporting: Primary Prevention Advisor

Position works closely with: VPRU project team comprised of Technical Advisors, a Grants Manager, the Monitoring and Evaluation Technical Advisor; relevant country team staff in portfolio– including technical coordinators, Deputy Directors of Programs and the Deputy Regional Director; depending on location: country leadership and safety and security.

Job Requirements:

Work Experience:

- 6-8 years of experience working on gender-based violence prevention and/or response programming, including deep knowledge of GBV and gender equality programming, required

- Experience managing projects and budgets required

- Experience with engaging men in behavior change for violence prevention desirable

Demonstrated Skills and Competencies:

- Demonstrated ability to teach/train and lead individuals through processes of internal reflection and change on sensitive topics which might elicit strong reactions and deeply ingrained attitudes, such as gender-based violence

- Demonstrated ability to turn concepts and strategy into measurable action, and experience leading on program design, monitoring and evaluation.

- Must have strong and effective communications skills, and the ability to present a broad array of information to inform and influence diverse audiences in multi-cultural environments. Demonstrate commitment and capacity to renew and maintain standards with best practices in the field.

- Ability to coordinate and engage in monitoring and evaluation methodologies.

- Ability to work effectively with stakeholders at all levels and across countries and cultures

- Highly proficient in Microsoft Office suite, and comfort with using (or quickly learning to use) a variety of online-based learning tools

- Proficient with creation of visually appealing learning aids (presentations, visual tools such as Mural, Jamboard, Canva, Prezi, etc. to assist learning)

- Highly proficient in managing online meeting facilitation and learning using platforms such as Zoom

- Commitment to gender equality and preventing violence against women and girls

Education:

Language Skills: English and Spanish fluency required

Certificates or Licenses: None required

Preferred experience & skills:

- Excellent verbal and written communication skills in English and Spanish and an overall ability to be clear and concise in all communications - Strong organizational and time-management skills; proven ability to prioritize and deliver on time - Ability to work both independently and in a dynamic, cross-functional global team structure - Ability to make theoretical concepts and constructs practical and applicable for a diverse audience - Ability to provide feedback and guidance in a kind, encouraging, and non-judgmental manner - Interest in using a virtual learning space as a forum for co-creation and practical guidance with partners who seek to implement programming to engage men in preventing violence against women and girls - Interest in creating accessible virtual games as tools for real-time learning

Working Environment: Standard office environment or home-based, with up to 50% travel depending on COVID-19 restrictions.
