Job Description

Under the supervision of the Deputy WPE Coordinator, the WPE Senior Manager will be responsible for grants management, program support and resource development; communicating with WPE managers and staff in Northern Shan, Kachin, Rakhine and Kayah; liaising with IRC operations (Human resources, supply chain, finance and administration), the partnership/sub-grants department, and monitoring and evaluation teams. The WPE Senior Manager in Yangon will support with program quality and day to day operations in the Yangon office.

Responsibilities

- Lead project cycle meetings for specific grants and ensure the project cycle management dashboard is updated and grants are on track. - Ensure the development and update of field sites detailed work plan(s) and track progress towards achieving program outcomes. - Conduct monthly check ins with WPE managers and submit monthly report of field activities to supervisor. - Undertake regular monitoring and evaluation of activities to assess progress, identify issues, collect information, and document lessons learned.

- Conduct periodic FGDs with project staff to contribute to learning and document best practices. - Analyze information coming from the staff as well as feedback from beneficiaries to share with the supervisor and implementation team to improve quality and effectiveness of activities. - Ensure field sites’ submission of regular narrative and financial reports as required by IRC and donor policies.

- Work with Managers to monitor expenditures and budgets to ensure that all spending is in line with approved spending plans and timelines. - Work with Managers to monitor M&E and indicators to ensure that targets are being met - Ensure field teams have procurement plans for their planned purchases of materials. - Support program, M&E and operations in identifying gaps and needs. - With support of WPE Deputy Coordinator, build capacity and skills around program management, grants, management, spending plans, work plans, staff supervision for WPE Managers in the field.

- Work closely and coordinate with country program logistics, administration, finance and grant staff to ensure timely and complete program activities and expenditures. - Contribute to WPEs (remote) resource development directly or working to contract others:

o Collate, review and adapt existing IEC Materials

o Edit and translate video resources

o Organize audio recordings in different languages with key staff

o Coordinate with ICT/ app developers

o Provide quality translation review of key GBV/ protection terminology of IRC curriculums

- Arrange service contracts and deliverables for projects. - Liaise with IRC operations and program leads to support program needs. - Track program procurement, raise purchase requests, liaise with supply chain for improved procurement processes, liquidate the advance, documentation of program needs and accurate budgeting within project cycle management. - Plan for events and trainings as needed by the team.

- Support on other assignments as requested by the program.

Qualifications

- Bachelor of Arts or Science in Social Science, Public Health, Humanities, Social Work or other related field, required, higher degree preferred. - At least 3-5 years of experience managing programs; experience in direct service provision or managing programs in a humanitarian context preferred - Understanding of gender, human rights, and issues surrounding violence against women and girls - Positive and professional attitude, including ability to lead and work well in a team setting - Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks, and maintain attention to detail - Excellent written and oral communication skills, strong interpersonal skills - Fluency in English and computer literate

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
