Job Description

CONTEXTUAL BACKGROUND

The IRC established programmes in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), shelter, education, and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC's assistance and emergency programmes address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country, and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in Anbar, Kirkuk, and Ninewa. The IRC has WPE programming across three governorates and provides both direct service provision (through women’s and girls’ centers and mobile teams) and technical support to local partner organizations to implement safe spaces and deliver services to women and girls as well as longer term capacity building of local NGOs, government service providers, and other protection actors on GBV related topics.

The IRC now has ongoing programming in Ninewa, providing cash assistance and protection services to Iraqis affected by the military operation to re-take Mosul which started on October 2016, forcing many into displacement. To ensure the safety, wellbeing and protection needs of vulnerable women and girls are met, the IRC provides GBV prevention and response services through its Women’s Protection and Empowerment team.

Job Overview/Summary:

The Prevention Officer will lead in the dissemination of information and provide trainings to the community on prevention of GBV. He/She will be involved in mobilizing communities to develop and implement strategies to prevent GBV and implement awareness raising activities targeting the community members. He/She will be the focal person responsible for outreach activities in the WPE program in Mosul. The Prevention Officer will report to the Senior Officer for Capacity Building and will work in close collaboration with the other WPE Prevention Officer.

Major RESPONSIBILITIES:

Program implementation:

- Plan, initiate, and carry out community outreach, mobilization, and risk mitigation activities in the community. - Provide awareness raising sessions to the men, women, boys and girls in the community and disseminate information about the WPE program, inside and outside the Women and Girls Community Centers (WGCCs). - Identify adequate spaces in the community to conduct awareness raising sessions and other community engagement activities, in collaboration with other IRC programs and local actors. - Promote active community participation in prevention and response to GBV, in a safe and adequate manner - Report on program progress, constraints, and training needs identified during the implementation of activities. - Develop work and movement plans outlining what tasks will be completed and when, ensuring the three WPE locations are covered by community engagement activities - Conduct focus group discussions and document information which will be used to inform the design of the community activities. - Support in conducting assessments for new locations in the community in the support if the community mobilizers. This assessments include Focus group discussions with key community leaders and service Mapping, safety audits

- Mobilize and organize training and sensitization sessions for community groups, community leaders, religious leaders, local authorities on GBV issues, as appropriate - Refer beneficiaries seeking specific assistance in a safe and adequate manner to IRC services (using the internal referral pathway) or external actors, depending on needs identified and if consent is provided

Reporting:

- Document all outreach and mobilization activities in an accurate and timely manner using agreed tools - Share weekly reports with the Senior Officer and when requested to submit any progress report. - Assist with formal data gathering for planning purposes

KEY WORKING RELATIONSHIPS

Position Reports to: WPE Senior Officer Capacity Building

Position directly supervises: N/A

Other Internal and/or external contacts:

Internal: WPE Prevention Officer, WPE Senior Officers for each WGCCs, WPE Community Mobilizers, Case Workers, focal points for other IRC programs (ERD, Child Protection, and Protection/Rule of Law)

External: Close collaboration with other humanitarian actors, local NGOs, UN agencies, government service providers.

Qualifications

Qualifications & Preferred Skills

- Bachelor degree - Knowledgeable of GBV issues, and understanding of harmful gender norms - Experience working in a protection program, and implementing programs in vulnerable communities - Strong organizational and reporting skills - Understands sensitivities of conducting outreach and awareness on violence related issues. - Ability to communicate sensitively and without judgment. - Emotional maturity and stability to deal with conflict and confrontation in non-violent way and maintain appropriate boundaries. - Displays cultural, gender, religion, race, ethnicity, and age sensitivity and adaptability. - Good communication and facilitation skills to work with community members and leaders on sensitive topics - Ability to work independently and check in remotely with supervisor to provide input and reporting on activities - Experience in report writing - Fluent Arabic, English preferred

Working Environment:

· The position will be based in Mosul and frequent travel to field sites
