Job Description

The IRC will establish a community of practice (CoP) to support the skills of women’s organizations and networks, and members of the GBV subcluster to provide evidence- based interventions for GBV prevention and response. The WPE CoP Manager, will train, assist, and provide technical GBV supervision to IRC and partner staff and women’s networks in Myanmar. The CoP Manager will develop capacity building plans with the CoP and support their implementation through training and coaching to ensure strong institutional capacity and knowledge on GBV prevention and response.

This position will be base in Yangon office, with frequent travel to program locations including but not limited to Northern Shan, Rakhine, Kachin and Kayah. This position reports to WPE Roving Specialist.

DUTIES AND RESPONSIBILITIES:

- Identify women rights organizations and establish the community of practice (CoP). - Conduct workshops with women rights organizations which will include the development of frameworks for capacity development, quality assurance, and project action plan. - Identify training needs and gaps within the CoP and develop plans to raise their technical and program implementation capacity. - Implement capacity plans through training, coaching and close supervision. - Oversee and deliver GBV prevention and response trainings to CoP members in collaboration with the WPE Training Manager and Roving Specialist. - Check in with each sub-organization on a quarterly basis and provide required individual supervision and capacity building support. - Be available for intensive one-on-one technical support to coach, model and monitor interventions. - Provide guidance and technical support to CoP members through regular field visits. - Strengthen knowledge of CoP members on case management and GBV guiding principles to protect survivors in GBV case management. - Support CoP members to implement behaviour change curriculums such as Girl Shine, engaging men in accountable practice (EMAP) and SASA. - Collaborate with the CoP to contextualize the GBV minimum standards package for the Myanmar context. - Support CoP members in their planning and utilization of the CoP support funds to implement GBV programming. - Coordinate with the GBV Sub-Cluster, partners, and CoP members to ensure technical quality and evidence- based practice. - With technical staff, develop a package for IRC sub-grantee partners that contributes to the improvement of their technical and program management skills. - Support the development of technical materials to support quality programming (e.g. factsheet, manuals, guidelines, IEC). - Reinforce adherence to the GBV guiding principles and other international standards to ensure quality of design and implementation of all WPE activities. - Ensure all activities are carried out in accordance with IRC Operational policies. - Other duties as assigned by the supervisor.

Qualifications

Basic Qualifications:

- Bachelor of Arts or Science in Social Science, Public Health, Humanities or other related field - At least 3 to 5 years of professional experience in NGOs - "Strong working experience on GBV programming and strong coordination experiences will be prioritized" - Strong experience coordinating with CSOs and NGO partners - Strong experience facilitating trainings, workshops and mentoring others - Strong GBV technical knowledge and experience implementing service delivery in Myanmar - Strong ability to organize work, coordinate multiple tasks, meet deadlines, work in a professional environment, work under pressure, and work within a multi-cultural team - Ability to develop and maintain effective working relationships with relevant stakeholders including partner organizations

Professional Skills:

- Excellent facilitation skills - Ability to work with culturally diverse national and international staff - Willingness to participate and contribute as a team member, under challenging working and living conditions - Strong written and spoken English - Strong report writing skills - Computer skills in Microsoft Office - Good understanding of humanitarian principles of humanity and neutrality - Ability to work and travel in remote areas - Demonstrating trustworthiness and upholding the highest ethical standards - Strong ability to organize work, coordinate multiple tasks, work under pressure, and work within a multi‐cultural team

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
