Organizational Setting

FAO Bangladesh assists the Government to formulate policies, programmes and projects to address the root causes of hunger and malnutrition, develop the agricultural, fisheries and forestry sectors, and utilize environmental and natural resources in a sustainable way. It contributes to the development of FAO’s field programme projects in the country and implements them in the sectors of food security, agriculture and rural development.

The Food and Agriculture Organization (FAO) seeks a Waste Management Specialist to support the Dhaka Food Systems project (DFS). The DFS project seeks to meet the challenge of feeding one of the world’s fastest growing megacities, Dhaka. It works with young people, the private sector, local governments, the national government, and civil society organizations. The DFS project adopts a dynamic and multi-stakeholder approach to sustainability in order to improve access to nutritious food for all of Dhaka’s population, including the poor.

The Dhaka Food System (DFS) project addresses the necessity to provide cities with a sustainable source of food, in a manner that enables the population to access affordable, safe, and nutritious food and thereby to meet the present and future needs of the inhabitants. The project works closely with four city corporations, namely Dhaka North, Dhaka South, Narayanganj, and Gazipur, as well as with the National Government’s Local Government Division, and a range of stakeholders and communities throughout the Greater Dhaka Metropolitan Area. The Waste Management Specialist will work closely with these stakeholders and communities.

Reporting Lines

Under the overall supervision of the FAO Representation for Bangladesh, and the direct supervision of the Chief Technical Advisor (CTA) of the Dhaka Food System project and in close collaboration & liaison with the International Food policy Economist the incumbent will contribute to timely and effective support Dhaka Food System project. In particular, the incumbent will carry out the following roles and responsibility.

The incumbent shall, at all times, ensure coherence with FAO’s corporate communication policy and operational guidelines for all communication and information outputs.

Technical Focus

The Waste Management Specialist will work as part of a multidisciplinary team to ensure continuous engagement with project stakeholders and partners.

Tasks and responsibilities :

Under the direct supervision of the Chief Technical Advisor (CTA) for the Dhaka Food systems project the Waste Management Specialist will: • Accurately determine the amount of food waste generated by the Dhaka Metropolitan Area; and understand what currently happens to food waste in terms how it is disposed of, the management practices governing food waste at these locations, any environmental impacts, and the involvement of the informal economy • Provide technical support to all waste management-related activities of the Dhaka Food System project • Contribute to an improved understanding of food waste dynamic generated by the greater Dhaka; including the involvement of the informal economy • Promote schemes for reuse and recycling, use of clean technologies, recovering and reducing the hazardousness of waste, and sending less waste to landfill • Provide oversight and offer technical guidance to intervention implementing partners • Lead the organisation of national level events on waste management related to food system • Examine the feasibility of alternative technologies and waste management practices that might support Local Government in their endeavours to better manage waste collection and disposal • Lead the development of Waste Segregation and Management related training modules, materials and messages to be used in fresh markets • Provide technical assistance to develop social and behavior change communication (SBCC) on waste management materials • Develop good working relations with partner organizations; exchange information, experiences and contribute actively to improved waste management with program staff and among partner organizations. • Work both individually and in team to provide clear, actionable feedback on how to improve waste management and prevention within each of the interventions and how to increase quality of appropriate delivery mechanisms • Contribute to the preparation of the necessary reports including both quantitative and qualitative documentation on waste management of the DFS project • Support the CTA in the day-to-day activities on waste management • Serve as the focal point DFS specialist for waste management. • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Minimum Master’s degree or equivalent in Civil Engineering, Environmental Engineering, Environmental science or an advanced degree in natural resource management, waste management or related field • At least 5 years of work experience including 3 years of professional working experience in dealing with environmental management or Environmental engineering projects or WASH projects or other development projects with environmental concerns • National of Bangladesh.

Technical/Functional Skills

o Experience with public, private, International Organization, and particularly with UN agencies, in management, development, engineering activities dealing with environmental or WASH issues; o Experience of working with City Government structures or similar context would be an advantage o Very good skills in influencing, negotiation and advocacy and a high degree of discretion and integrity o Very good competency in planning, facilitating, monitoring and implementation of project activities o Demonstrated competency in capacity building, training and organizational development of urban poor o Strong working knowledge of sustainable food waste management systems and best practice in developing countries
