Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women also coordinates and promotes the UN system’s work in advancing gender equality, and in all deliberations and agreements linked to the 2030 Agenda. The entity works to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world.

UN Women, as part of the United Nations in Timor-Leste, contributes to the Government’s efforts to advance gender equality and the empowerment of women, as outlined in its Strategic Development Plan 2011-2030, its Sustainable Development Goals Roadmap, and in support of its international human rights and gender equality obligations. Within the framework of the United Nations Sustainable Development Cooperation Framework (2021-2025), UN Women’s programming in Timor-Leste focuses on Women’s Economic Empowerment, Ending Violence against Women and Girls (EVAWG), advancing the Women, Peace and Security (WPS) agenda and supporting implementation of Normative commitments (e.g. CEDAW, Beijing Platform for Action, SDGs), mainstreaming gender across areas to achieve these results. In support of its coordination mandate, UN Women Country Office Co-Chairs the UN Inter-agency Governance Results Group (with UNDP), Co-Chairs Gender Theme Group and the Co-Chairs the Multi-stakeholder Gender Coordination Group with the State Secretariat for Equality and Inclusion.

The Women, Peace and Security (WPS) Programme is focused to enhance the leadership and decision-making capacities of diverse groups of women (including youth and women and girls with disabilities) toward more gender-responsive conflict prevention and peacebuilding processes to convene multi-stakeholder discussions on mediation at national and local levels and strengthening implementation and capacity of the four pillars of the WPS Agenda, with specific attention to Participation (Pillar I) and Prevention (Pillar II), more specifically to provide technical support to develop the second phase of National Action Plan 1325 on Women, Peace and Security (NAP 1325). The WPS outcomes contribute to Sustainable Development Goal 5, 11 and 16; Timor-Leste Strategic Development Plan 2015-2030; and

UN Cooperation Framework 2021-2025 Result 5 on Governance.

The year 2021 represents an exclusive opportunity to show case the women’s leadership appeal in the time of COVID-19 and increase the participation of women as part of Government commitment to the NAP 1325 and to mobilize global action and for Timor-Leste to accelerate progress where it is most needed. This requires a collective effort, across generations and targets to achieve gender equality for all.

Despite barriers and various challenges, women who have occupied government positions have made efforts and intent to demonstrate their leadership capacity to contribute to brilliant change. Since COVID- 19, women have led the essential institutions which have primary responsibility for COVID-19 response, prevention and recovery such as Ministry of Health, Ministry of Defense (F-FDTL), Ministry of Interior (Secretary of State for Civil Protection and PNTL), Ministry of Social Solidarity and Inclusion, Ministry of Education, Youth and Sports and Secretary of State for Equality and Inclusion. Many women work on the front lines to manage Information Centre and Crisis Management, and work as nurses, doctors, defense forces, national polices, journalist, those preparing the food including civil society organizations, development partners, and the private sector as well as gender protection group established in the time of COVID-19 to discuss the prevention measures and response system of domestic violence due to the lockdowns, losing of livelihoods incomes, unpaid care work which is demonstrating the separated impact of the pandemic on women and girls.

In 2021, UN Women will work with SEII, MNEC, MAPCOMS/SECOMS and other institutions to celebrate the International Women’s Day (IWD) and organize a series of IWD’s activities to enhance the visibility of women’s leadership and participation in COVID-19 response and recovery efforts. UN Women seeks to hire a consultant who will produce one video pre-recording the video messages from Government’s representatives, National Parliament representatives, civil society, village leaders, youth representatives, students, teacher representatives and other representatives in support of women’s leadership and participation in the response to COVID-19.The videos will be played in the IWD events

Duties and Responsibilities

Under the overall guidance of the Head of Office, and direct supervision of WPS Programme Officer,

the consultant will work closely with Communication Officer and WPS Programme Officer of UN Women, to produce one video which will include the message of women’s contribution and participation in response and recovery in the time of COVID-19, and the messages from Government’s representatives, National Parliament representatives, civil society, village leaders, youth representatives, students, teacher representatives and other representatives.

1. Scope of work and tasks

The consultant will perform the following tasks:

• Undertake filming and perform basic editing of short video messages and add English and Tetum sub-titles in the video.
• Ensure video plans adhere to UN Women Communications and Branding Guidelines (including related to consent)
• Ensure to work closely with UN Women Communication Analyst and WPS Programme Officer, SEII Communication Advisor, MNEC and MAPCOMS/SECOMS.
• Ensure to meet the deadline and to broadcast with support from SECOMS.
• Deliver raw videos and edited video files via flash card, hard drive or file transfer links for downloads ; and
• Make sure videos meet the professional standards (properly exposed, processed and framed).

UN Women and Secretary for Equality and Inclusion (SEII) will be responsible for scheduling the interview/recording meetings with all representatives.

1. Principles

• Ensuring the design of the materials is consistent with UN Women communication guidelines
• Ensuring the deliverables meet technical standards

• All footage should be shot HD (16:9) 1080p50 or 1080p60
• Compression H.264/MPEG4 or better video at 12000kbps (minimum) or high-definition broadcast quality

1. Copyrights

• UN Women should be permitted to use images and video in all countries without a time limit
• Before the consultant moves any videos on the wire or uploads them to an online Image Database as essay, she/he should contact UN Women to obtain consent
• UN Women can provide the finished and raw materials to other government and UN organizations or the media at no cost, as it is the practice.

1. Duration of the assignment

The total duration of the contract assignment will be from 25 February 2021 to 20 March 2021.

1. Schedule of Payment

Payment in full upon final submission and satisfactory outputs/products in accordance with specified requirements.

Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables will be reviewed and approved by UN Women. The period of the review is one week after receipt.

• The consultant is expected to use her/his own camera, filming equipment, computer and have all needed software for related tasks.
• Cost of mobile phone communication needs to be covered by the consultant.
• UN Women will provide the consultant with office space, access to internet and a printer in Dili, if needed.
• UN Women team will support resource materials, and reference documents as relevant;

1. Required experience and qualifications

The Consultant should fulfil the following requirements:

1. Education

• Bachelor’s degree on media, communication, or related disciplines.

1. Experience:

   • Minimum 1 year of experience in video production, motion graphics and animation. Experience in videography for the UN organizations, civil society organizations, INGOs and media organizations is an asset.

2. Language and other skills:

• Excellent verbal and written Tetum and English communication skills are essential
• Computer literacy and ability to effectively use office technology equipment, Internet and email
• Ability to use video equipment and video editing material is essential
• Flexible schedule during the assignment period.

1. Submission of application:

Please submit the following documents for the application by 22 February 2021.

• CV and latest education certificate
• Financial proposal or quotation with breakdown of different budget lines to produce the video. The quotation shall specify a lump sum amount breaking down the professional fee for each deliverable, travel and other related cost.
• At least 2 sample work previously done showing high quality videos produced.
• 3 reference checks.

All applications must include (as an attachment) the CV and the financial proposal. Applications without financial proposal will be treated as incomplete and will not be considered for further processing.

Please note that only short-listed candidates will be invited to the interview.

Selected candidates will need to submit prior to commencement of work:

1. UN Women P-11 form, available from http://www.unwomen.org/en/about-us/employment.
2. A statement from a medical doctor of ‘good health and fit for travel’.

3. For any travel outside of Dili, UN Women will require the consultant to provide the certificate proving completion of basic and advanced security in the field training (see trip.dss.un.org).

4. Evaluation

Applications will be evaluated based on the Cumulative analysis.

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidate.

Financial/Price Proposal evaluation:

• Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
• The total number of points allocated for the price component is 100.
• The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
