UNESCO’s work is based on the belief that education is a basic human right for all learners regardless of their differences, abilities and disabilities, and that for all to really mean all, education must then be equitable and inclusive. In so doing, education must recognise and respond to the diverse needs of its learners and ensure the equitable access and participation of all. In 2022, UNESCO produced a report, funded by Sultan Bin Abdulaziz Al Saud Foundation, that provides an analysis of inclusive education in the Arabic speaking countries of the Middle East and North Africa (MENA) region in order to make recommendations for future actions. Whilst the report has a particular focus on disability, it recognises that other groups of learners are marginalised within or excluded from educational provision. Against this backdrop, UNESCO Beirut Office, with the generous funding by Sultan Bin Abdulaziz Al Saud Foundation, aims to support policy makers, educators and other stakeholders concerned with equity and inclusion in education in the Arab Region to rethink their approaches, practices, and associated policies in order to scale up inclusion in education for all in their respective countries on a nation-wide level. Therefore, the report, Promoting the Inclusion of Children and Young People with Disabilities in Education in the Arab Region, will contribute to providing and an overview of inclusive education in the Arabic-speaking countries in the MENA region as well as an analysis of existing developments, challenges and opportunities. **SCOPE OF WORK** ----------------- Under the overall authority of the Director of the Beirut Office and direct supervision of the Senior Education Adviser at UNESCO Beirut, the contractor will create and produce an animation video that addresses the key information and messages of the Promoting the Inclusion of Children and Young People with Disabilities in Education in the Arab Region report, with a focus on addressing the different definitions of ‘inclusive education’ in the Arab region. Please note that a version of the report will be shared by UNESCO Beirut with the contractor. Specifications: The contractor will be responsible for producing one animation video instructed by the following specifications: \- Creative production of an up to 3-minute whiteboard animation video (script to be provided by UNESCO Beirut). \- Provide narration throughout the video in Arabic. \- Provide English subtitles throughout the video. \- Provide music track as a background to the narration, the contractor is responsible for obtaining the license needed for the use of the selected music track. \- Use all the required logos in consultation with UNESCO Beirut. \- Meet the UNESCO Beirut team when needed to discuss the video setting, script and provide final approvals on each step. \- Submit a horizontal version of the video for YouTube, Facebook and UNESCO website. **Note: UNESCO Beirut will provide the messaging and script for the video.** **OBJECTIVE** ------------- With reference to the above, the purpose of the present contract is to provide UNESCO Beirut with one informative animation video on Promoting the Inclusion of Children and Young People with Disabilities in Education in the Arab Region report in timely manner. From design to production, the contractor should work in a close collaboration with the UNESCO Beirut. All content filmed and/or produced is considered a work-for-hire and is UNESCO’s sole property.
