This announcement will be used to fill multiple positions for the Next Generation GSM project.

OBJECTIVES OF THE PROGRAMME

The Department of Information Management and Technology (IMT) has an operational and strategic role. On the one hand, the Department provides relevant, quality, reliable, and cost-effective IT services for the Organization to achieve its health mandate. On the other hand, it aims to be a strategic enabler for WHO by creating partnerships with business units (Administrative and Health Technical), capturing business needs, establishing and managing projects to address these requirements.

WHO current version of Oracle EBS (12.1.3) and some of its allied systems will have to be replaced as soon as possible. WHO is reviewing the options of replacing the current EBS on premise solution (GSM) with a cloud SaaS based Best-of-Breed and vertical solution - offering a modern set of tools using standard best practice business processes and cutting-edge technology. A new standard solution with minimum customizations will allow WHO to avail of modern technology including mobile access, artificial intelligence and business process automation, and to take advantage of any new technology and features added to the selected platform(s).

DESCRIPTION OF DUTIES

  1. Develop and maintain a close business relationship with the designated business team (and users) to better understand their business needs, tasks, and working environments. Involve the users closely (through workshops, focus groups, interviews, etc.) in user experience design and development; act as liaison between users and vendors to define an enjoyable user experience.
  2. Work closely with the Project Management team to integrate UX design into the project management methodology or approach; ensuring that UX is not done as an afterthought.
  3. Together with the Business stream and Change Management team, develop the personas and scenarios, identify user scenarios and map the expected user experience. Perform qualitative and quantitative research as required.
  4. Work closely with the selected implementing vendors to develop story boards, user journeys, wireframes, wireflows, prototypes, etc. and work closely with selected implementing vendor(s) if required.
  5. Conduct and participate in various activities and levels within the system development cycle (particularly usability tests) to ensure alignment, consistency and quality of solutions.
  6. Ensure that user experience requirements are clear, documented, agreed, implemented, and tested according to expectations.
  7. Participate in user testing and quality assurance activities. Ensure consistent user experience is delivered across products within designated business stream.
  8. Define metrics and measure the effectiveness of the UX design.
  9. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first-level university degree in Computer/Information Science or in another related field. Desirable:

  • User Experience (UX) Design Certification (at least level 1)
  • User Interface Design Certification
  • Business modeling methodology (BPMN 2.0) or equivalent
  • ITIL (Information Technology Infrastructure Library) certification

Experience

Essential: A minimum of 5 years relevant practical work experience, some of which must be exposureat the international level including:

  • Experience in software development project(s) as business analyst, developer, tester, or quality assurance person.
  • Experience in user experience (UX) or user interface (UI) design including development of wireframes, mockups, prototypes, etc.
  • Experience in working with external vendors/outsourced companies delivering application development, solutions deployment, and customized services to end users.
  • Experience of working within a larger IT team, understanding the various constraints existing across the different domains.
  • Experience in communicating/negotiating with business focal points, end users, and with other teams to deliver projects and products.
  • Demonstrated experience working in geographically-separated teams combined with extensive experience in a multi-cultural environment.

Desirable:

  • Experience managing the entire application development life cycle - must be extremely conversant with all elements and how they are managed with a track record of successful delivery of both in-house and outsourced projects.
  • Experience in an IT environment of a UN Agency or International Organization.
  • Practical experience in providing end user support at different levels.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4519 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
