Description of task

Under the direct supervision of the Chief of Staff Welfare Unit the duties of the UNV Welfare Officer will include but are not limited to the following:

  • Develop and deliver programs to increase adjustment to mission life as well as improve the quality of life of the personnel in his/her area of responsibility and as deemed necessary.
  • Monitor environmental factors that could lead to unhealthy life style.
  • Increase staff awareness and information about social and recreational opportunities available to them in the mission through contributing to the induction training of new personnel by producing a guide to the local amenities, drafting of newsletters, leaflets, videos, and other communication tools on welfare activities as well as regular updating information posted on the internet system, facilitating access to housing information and developing links with local resources as appropriate.
  • Collaborate with the training unit to implement “Cultural Awareness” training for personnel in the mission.
  • Develop regular recreational activities for the mission’s personnel (such as outings, film nights and other social events) and work in partnership with administration to secure a staff recreation space and gym.
  • Establish an information resource center and organize a book/DVD library for the personnel.
  • Facilitate increased welfare initiatives in the team sites through offering support to committees.
  • Participate in developing the expertise, profile and capacity at the welfare Unit by identifying funding opportunities.
  • Develop, implement and monitor proposals for the use of welfare funds and budgets.
  • Assess welfare needs within the mission and provides a focal point for welfare initiatives within the mission.
  • Act as a non-clinical counseling resource to any staff member within the mission area requiring non-judgmental support and assistance in resolving any personal and/ or work related problem(s) in consultation with the Staff Counselors as necessary.
  • Assess, identify, monitor, and report to the Chief of Staff Welfare Unit on the sources of stress and the stress levels among Monusco personnel.
  • Analyze and recommend welfare approaches to reduce stress among Monusco personnel.
  • Oversee the organization and delivery of welfare events, thereby improving the recreational and social opportunities for the Monusco personnel.
  • Travel to locations within Sector to see about the personnel needs and report to the Chief of Staff Welfare Unit.
  • Support the Unit on administrative tasks, drafting proposals and plans to be discussed with the Chief of Staff Welfare Unit.
  • Any other related duties as requested by the supervisor.

Educational additional comments

Advanced University Degree (Masters or equivalent) in Planning and Development/Logistics, Marketing/PR, Business Administration or similar is required, or combination of University Degree and experience in related fields. A minor degree or Training Certificates in Social Sciences, Humanities, Counselling, Sports, Logistics, Emergency Response/First Responders/Peer Helpers, and Training is an advantage or relevant combination of Education and Stress Management/Welfare activities and experience in a closely related field.

Experience remark

3- 5 years of progressively responsible related professional experience in planning and organizing welfare events such as cultural and arts exhibitions, large scale sports and gaming events, training, large parties and other Stress Management events including delivering training, excellent customer service skills, and creativity to deliver successful programs with limited resources are required. At least two years of experience must be working in a multi-cultural setting.

Area of expertise details

A minor degree or Training Certificates in planning of events, Humanities, Counselling, Sports, Logistics, design is an advantage or relevant combination of Education in Welfare activities and experience in a closely related field.

Very good computer skills with Microsoft office, Publisher or in design

A valid national driving license and experience in driving 4 x 4

Language: English and French are the working languages of the United Nations/MONUSCO therefore fluency in oral and written French and English is mandatory.
