This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the direct supervision of the UNV Programme Manager the UN Volunteer will undertake the following tasks:

Recruitment Support

  • Maintain an up-to-date record of approved posts in mission, vacancy and occupancy rates and provide timely reports on UNV data;
  • Liaise with hiring managers/sections submission of recruitment requests and related documentation;
  • Review and validate Description of Assignment (DoA) to ensure its coherence, accuracy, consistency of tasks and requirements;
  • Ensure publishing of UNV assignment opportunities online and contribute to identification and mobilization of candidates if needed;
  • Coordinate with sections to conduct interviews, review selection documents and submit to UNV HQs for further onboarding process;
  • Liasie with UNV HQ to arrange travel, pre-departure entitlement and settling-in-grant, shipping allowance etc;
  • Coordinate onboarding of new arrivals with reception team, camp management unit for transit accommodation reservation; issuance of UNMISS ID card, Index and Business Partner numbers;
  • Check-in new arrivals in different system such as FSS and Umoja and ensure that they are hired in the system (Atlas);
  • Maintain and update efficient induction resources and conduct induction for new arrivals prior to joining their section.

Entitlement Management

  • Prepare necessary documents and liaise with Section Chiefs/UNV Regional Office and HQs to receive authorizations with respect to contract extensions and terminations, exceptions, and other authorizations in relations to volunteer assignment management;
  • Validate and consolidate supporting documents and upload them in the system to process payments;
  • Consolidate payroll earning and deductions and review necessary documentation for payroll verification processes;
  • Process payroll and non-payroll entitlements for UN Volunteers and enter payroll earnings and deductions in One Time Entry as required;
  • Provide guidance and client-oriented advice, in consultation with the Programme Manager, to UN Volunteers on Conditions of Service (COS), Internal Circulars and other documents on policies and procedures within the mission area;
  • Verify and and approve leave management in the system and provide advice to UN Volunteers on leave management;
  • Track and process documentation related to UNV assignment including but not limited to Volunteer Performance Assessments, training documents and any other volunteer related documentation.

Administrative Support

  • Ensure all UN Volunteer files and records are complete, updated and consolidated, both online and offline, while maintaining confidentiality;
  • Plan and organize office meetings, take minutes during the meetings and maintain records of the minutes when needed;
  • Keep abreast of UNV COS, and different rules within UNMISS regarding Leave Management;
  • Assist in submitting requests for replenishment of Service Clearing Account;
  • Perform any other related tasks as may be required or assigned by the supervisor.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

University Degree in Business or Public Administration, Commerce, Accounting, Political Science or any other related Field.

Required experience:

36 Months

Experience remark:

  • 3 years of relevant HR and/or administrative experience is required at the national or international level;
  • Strong client orientation and willingness to serve in a a hardship duty station;
  • Familiarity with UNV and or UNDP recruitment process is desirable but not mandatory.

Language skills:

  • English(Mandatory), Level - Fluent
