Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within delegated authority and under the overall supervision of the Chief Human Resources Officer, and directly reporting to the Chief Client Support Unit, the UN Volunteer Human Resources Assistant will be assigned in Bangui and responsible for the following duties: (These duties are not generic and may not be carried out by all Human Resources Assistants.)

RECRUITMENT:

Upon approval of the recruitment of Consultants and Individual Supports by the Director Of Mission Support, reviews of terms of reference to advertise vacancies exceeding three months in consultation with hiring managers; review applications, screen and shortlist candidates; obtain budget clearance for funding for fees, travel and DSA as applicable, including initiating and following upon reference checks and academic verification ensuring the completion of recruitment formalities, calculating fees and DSA if applicable, contact the consultant and commence the on-boarding; Request for issuance of an Index number through Umoja Global Index (GID), update the HR Mini-master to enable activation of the Business Partner (BP); process the shopping cart in portal in Umoja; generate the purchase order (contract) in Umoja; send and obtain consultants and ICs signature before commencing work;raise travel requests on behalf of the consultant and follow through with RSCE for ticket issuance and MINUSCA Protocol for visa letter if required; prepare requests for MINUSCA UN ID issuance by Security; coordinate with RSCE Travel to ensure advance DSA payment through the travel request in Umoja is paid on arrival.

ADMINISTRATION:

Receives and reviews grievances and complaints related to DSA and fee payments for internationally recruited consultants and Individual Contractors as applicable; Reviews and send requests for the processing of fee payments by coordinating the raising and approval of Service Entry Sheets by Acquisition Planning Unit; Compile monthly payroll list and submit to MINUSCA Finance for payment of fees; Process renewals of Consultant/ICs contracts in Umoja with attention not to exceed the maximum employment period; Maintain electronic a master database of local Individual contractors; maintain recruitment files and documents of consultants and ICs; provide feedback on audit observations.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Bachelor's degree or higher in human resources, business management, law, or other relevant subject matter.

Required experience:

36 Months

Experience remark:

Minimum of 3 to 5 years of experience in human resources management, administrative services or related area. Hands-on experience in processing actions in Umoja.

Language skills:

  • English(Mandatory), Level - Fluent
  • French(Optional), Level - Working Knowledge

Area of expertise:

Human resources management and development, Administration and administrative assistance, Other finance, economics and administration related experience

Area of expertise details:

Ability to prepare reports and maintain data with the following applications: MS Word, Excel, PowerPoint and databases.
