Background

The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against drugs, organized crime, corruption and terrorism with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. UNODC operates in all regions of the world through an extensive network of field offices. The work of UNODC is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice. UNODC, as guardian of the United Nations Convention Against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide support and technical assistance to States parties to effectively implement the Convention. The backbone for UNODC anticorruption work is the normative framework provided by UNCAC. Under its Global Programme on Anti-Corruption that aims to prevent and combat corruption through effective implementation of the United Nations Convention against Corruption, and in the context of the COVID-19 pandemic and the port explosion, UNODC is seeking to work with Lebanese national authorities in the crisis response and recovery phases by providing support to institutional capacity-building, ongoing legislative revision processes and engagement with civil society as effective partners and advocates. In this context, UNODC is seeking a consultant who will assist in the implementation of the project in Lebanon. The main purpose of this assignment is to support institutional capacity-building activities for whistleblower protection, anti-corruption legislative reform, and building the capacity of NGOs and CSOs.

Duties and Responsibilities

The incumbent is expected to achieve implementation of the tasks assigned, in particular the following deliverables: A) Support institutional capacity-building for the activation of the Whistleblower Protection Law B) Provide guidance to the drafting of anti-corruption related legislation C) Provide trainings to CSOs and NGOs on a variety of anti-corruption related topics The consultant will perform the following main tasks: A) Support institutional capacity-building for the activation of the Whistleblower Protection Law Support the activation of the Whistleblower Protection Law, the Right to Information and Asset Declaration (Illicit Enrichment) Implementation decrees, through expert support and guidance to the whistleblowers office and the new asset declaration system. B) Provide guidance to the drafting of anti-corruption related legislation Provide substantive support to the drafting process of anti-corruption related legislation, such as - but not limited to - independence and integrity of the judiciary, conflict of interest management, public procurement, and recruitment into civil service. C) Provide trainings to CSOs and NGOs on a variety of anti-corruption related topics Provide 3 training to CSOs and NGOs on a variety of topics including the Right to Information Law and ensure their involvement in discussions on draft laws and regulations on transparency and accountability in international assistance. Required Skills and Experience

Academic Qualifications:

  • Advanced university degree, Master’s degree or equivalent in law, criminal justice, economics, political or social science, is required.

Years of experience:

  • Minimum of 5 years of experience in the field of political or social science, human rights and/or
  • rule of law;
  • Experience working on issues related to combating and preventing corruption is desirable;
  • Previous experience in drafting legislation, activating laws, and/or providing and organizing training is highly desirable.

Language skills: Excellent written and oral English and Arabic is required.
