OBJECTIVES OF THE PROGRAMME

The IVB Department's mission is 'To promote the health and well-being of all people, in all countries, by advancing the impact of vaccines and immunization programmes through partnership and leadership; policies and guidance; evidence and research'. Our work is aligned with the WHO 13th Global Programme of Work (GPW13), with a central focus to drive impact in countries, to ensure healthy lives and promote well-being at all ages.The Strategic Objectives of the IVB Department include:1) Establishing global immunization agendas, strategies and policies to build and harness commitment to action.2) Promoting research and innovation to increase impact of vaccines, technologies and immunization practices.3) Advancing evidence-based introduction and access to vaccines and immunization innovations.4) Optimizing immunization delivery to ensure high-impact, sustainable and equitable programmes.5) Harnessing Vaccine Alliances and Partnerships, including collaborations with Gavi, the Vaccine Alliance and key WHO partners, towards cross-programme coordination and collaboration in pursuit of universal vaccine and health coverage.

DESCRIPTION OF DUTIES

Generic duties:Provides leadership, strategy, coordination and managerial support within the Department, in the Unit of Vaccine Alliances and Partnerships ensuring that activities in this area are carried out efficiently and effectively.Proposes and develops new approaches and strategies for implementation of the partnership engagement, in close collaboration with regional and country offices, and provides advice in further developing the strategic engagement with immunization partners.Manages the unit in delivering its strategic objectives through efficiently managing a team of staff, financial resources and effective work planning to optimize the Units' deliverables in line with the mandate of the Organization.Manages the monitoring, evaluation and reporting of the priority partnership work through key performance indicators, reporting requirements, and mechanisms to optimize performance of Unit deliverables.Leads the identification, fostering and building of strong partnerships with key immunization partners, some of whom are donors to immunization.Represents the area of work at various meetings to advocate for IVB partner engagement with foundations, corporates and for innovative financing.Represent the programme area of work at various meetings to advocate for immunization.Liaises with and uses partnerships in other UN Agencies, Donor, or key partners to position the technical area of immunization work and implementation into Global and/or National policies.Perform all other related duties as assigned.Specific duties:The incumbent will lead WHO's strategic engagement with key global immunization partners, some of whom are immunization donors. The duties further include:Provide strategic advice to WHO senior management to guide and advance the WHO relationship with Gavi and other key strategic immunization partners.Coordinate across HQ and with regional colleagues to ensure alignment on strategic issues associated with Gavi Alliance goals, including the WHO/Gavi relationship.Leads WHO coordination of the full relationship with Gavi, including the governance responsibilities, financial engagement, work planning, monitoring and engagement toward impact.Drives IVB strategic engagement with other core partners to advance the immunization agenda including on strategic dialogues, support to IVB, memoranda of understanding, partnerships, and engagement.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree in public policy, international relations, public administration or other social sciences or related field. Desirable: A PhD in one of the above-mentioned fields.

Experience

Essential: A minimum of 10 years of professional experience in the management of partnership building, external relations, including experience in the area of health policies and strategies.Demonstrated experience managing human and financial resources.Demonstrated experience at the international level.A proven track record in building collaborative and healthy partnerships at global or regional level in public health or vaccine-preventable diseases.Experience in interacting with a broad range of immunization stakeholders at global and country level. Desirable: Proven experience in building and influencing complex multi-stakeholder partnerships, and in planning and coordinating multi-stakeholder convenings.Demonstrated experience with global and regional partnerships and working with donors.At least 5 years of experience in the UN system.Experience working with Gavi, Bill & Melinda Gates Foundation, Wellcome Trust, or other significant immunization partner organization.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6384 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
