OBJECTIVES OF THE PROGRAMME

The World Health Organization's Department of Sexual and Reproductive Health and Research (SRH) includes the UNDP-UNFPA-UNICEF-WHO-World Bank Special Programme of Research, Development, and Research Training in Human Reproduction (HRP). HRP is the main instrument within the United Nations system for identifying research priorities on sexual and reproductive health and rights; for promoting, conducting, evaluating, and coordinating related interdisciplinary research; for collaborating with countries to build national capacity to conduct research; and for promoting the use of research results in policy making and sexual and reproductive health programmes. The Department draws on research and global expertise to set norms and standards and develop global guidelines on sexual and reproductive health and rights. More information about HRP can be found at http://www.who.int/reproductive-health/hrp.The Addressing needs of Vulnerable Populations Unit is responsible for research and development, innovation, evidence synthesis, development of guidance and implementation tools, provision of specialized technical support, and dissemination of information on evidence-based practices that seek to overcome discriminatory factors and inequalities in sexual and reproductive health that contribute to risks and vulnerability, including adolescence, gender-based violence and traditional practices, health emergencies, migration, disability, and sexual orientation and gender identity.

DESCRIPTION OF DUTIES

Provides technical leadership, coordination, and managerial support within the Department/Programme, in the Addressing Needs of Vulnerable Populations Unit, ensuring that activities in this area are carried out efficiently and effectively.

Provides vision and develops, leads, and implements research addressing needs of vulnerable populations.

Develops and proposes technical health policies and strategies for implementation through collaboration with Regional and Country Offices and HRP cosponsors and provides advice in addressing needs of vulnerable populations for strengthening and improving technical capacity of target clienteles.

Oversees a unit of scientific and technical staff specialized in various domains within their area of expertise, and facilitates the efficient flow of team synergies.

Manages the programme area in delivering its objectives through efficiently managing a team of technical staff, financial resources, and effective work planning to optimize the programme's deliverables in line with the mandate of the Organization.

Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.

Manages the monitoring and evaluation and reporting of the subject areas of work of key performance indicators and reporting requirements and mechanisms to optimize performance of Programme deliverables.

Serves as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in addressing needs of vulnerable populations.

Liaises with and utilizes partnerships in other UN Agencies, HRP cosponsors, donors, research, and other institutions in addressing needs of vulnerable populations to position the technical area of work and implementation into global and/or national policies.

Represents WHO and HRP at various meetings to advocate for addressing needs of vulnerable populations.

Perform other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced-level university degree in a public health or social science related field.

Desirable: A PhD in a field related to sexual and reproductive health.

Experience

Essential:

  • A minimum of 10 years of professional experience in the management of research in addressing needs of vulnerable populations, including experience in the area of health policies and strategies, and including experience in low and middle income countries.
  • At least five years of experience in sexual and reproductive health.
  • Demonstrated experience managing human and financial resources.
  • Demonstrated experience at the international level.

Skills

Expert knowledge of addressing needs of populations in vulnerable situations.

Concrete skills in the planning and coordination of multidisciplinary public health programmes, which may include the implementation of a public health/disease control programmes.

Strong skills in the area of developing and establishing polices and strategies.

Excellent skills and ability in managing diverse teams and financial resources.

Proven skills in mobilizing resources.

Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, donor institutions, Civil Society, HRP cosponsors, and other stakeholders.

Proven expert knowledge in research, analytics, and research management, as evidenced by a recent (within past 5 years) track record of publication in peer-review scientific journals.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5810 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
