Project Title

UNDP Philippines Results-Oriented Annual Report

Background

The UNDP Results-Oriented Annual Report (ROAR) is an essential source of data and evidence to inform organizational planning, learning, and decision-making. ROAR reporting is conducted at the Country Office level and considers progress in relation to the development outcomes to which UNDP is contributing. It also examines UNDP’s delivery of outputs during the year and assesses the contribution of these outputs (and UNDP’s partnerships and advocacy work) to country programme outcomes. Any evaluation undertaken during the year are also discussed at this review, and where appropriate, the analysis of the recommendations and findings should also be used in developing the results report.

Moreover, the Report should provide a robust and evidence-based analysis of the CO’s performance in 2020. This requires monitoring data on the status of indicators, particularly outcome indicators, to be entered into UNDP Results-Based Management and Transparency platforms at year-end.

Along this line, an Annual Report for public dissemination is also required as part of UNDP’s commitment on transparency and communicating results to stakeholders. Taking off from the 2020 ROAR, this shorter Report will report on the overall accomplishment of the Country programme, showcasing key projects that highlight human stories, scaling-up efforts, innovation, among others.

Institutional Arrangement

The Consultant will report to the UNDP Results-Based Management (RBM) Analyst on a regular basis and will work closely with Programme Teams.

The above deliverables will be reviewed by the RBM Analyst and endorsed to the Deputy Resident Representative. Final deliverables will be approved by the RBM Analyst.

Duration of the Work

The work shall be undertaken for 30 working days spread over 3 months. The Consultant shall commence services on 4 November 2020 and shall conclude upon satisfactory completion of the services described in Section B above, not later than 4 February 2020. The schedule of deliverables and duration of work may be revised based on a mutually agreed timetable through an exchange of letters.

Duty Station

Home based with possibility of few meetings in the UNDP office with the UNDP Senior Management and Results and Quality Team.

Scope of Price Proposal and Schedule of Payments

The contact price shall be an all-inclusive lump sum amount regardless of extension of the herein specified duration. Payments shall be made upon submission and acceptance of outputs .

Duties and Responsibilities

Under the guidance and supervision of the UNDP Results-Based Management (RBM) Analyst, the Consultant is expected to undertake the following activities:

On the 2020 Results Oriented Annual Report:

Using progress reports, evaluation reports, and IEC materials from CO Programme Teams, provide results-oriented inputs on and ensure consistency of the following sections (a template will be provided to the Consultant):

  • Section A – Year in Review and Lessons Learned;
  • Section B – Output and Outcome Level Results and Progress;
  • Section C – Organizational Performance (Gender, South-South and Triangular Cooperation, Youth Engagement)
  • Section D – UNDP Engagement in the UN Country Team
  • Section E – Learning from Evaluations
  • Section F – Reflection on the Country Programme (Quality of results achieved, Agenda 2030, and Innovation)
  • Annex – Evidence Section

Annual Progress Reports and evaluation reports shall be used as necessary inputs to the ROAR write-up. As necessary, the Consultant shall engage in discussions with Programme and Project Implementation Teams to validate and/or secure additional information and evidence to support to results cited in the Report. Comments and suggestions received from peer reviewers should also be considered prior to finalization.

On the 2020 Annual Report (summary document)

Using the 2020 ROAR as the primary document, the Consultant shall develop the draft UNDP Annual Report summary document (not more than ten pages). The report should contain the following: the overall accomplishment of the Country Programme for the year 2020; accomplishments per Programme showcasing key projects that highlight human stories, scaling-up efforts, innovation, among others.

As necessary, the Consultant shall engage in discussions with Programme Teams to validate and/or secure additional information and evidence.

On 2020 Donor Reports

Using the data and information captured in the 2020 ROAR, as well as project progress reports and IEC materials, the consultant will develop donor-specific reports for submission to UNDP donors and partners.

For the evaluation of the Technical Proposal, the selection of the successful consultant must be based on the following qualifications (with the appropriate obtainable points):

Applicants who will only receive 70 points from the assessment of the CV will be qualified for the assessment of the Financial Proposal.
