Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s global gender data programme, “Making Every Woman and Girl Count” (Women Count), delivered significant results in scaling up work on gender statistics availability, accessibility, and use during Phase I of its implementation. Presently in Phase II, with gender data being elevated as one strategic outcome of UN Women’s 2022-2025 Strategic Plan, Women Count is steadfastly supporting Member States and leading efforts on mainstreaming gender perspectives in three key interventions:

  • Enabling environment for the production and use of gender statistics: Put in place supportive policy, legal and financial environment to ensure gender-responsive national adaptation and effective monitoring of the Sustainable Development Goals (SDGs)
  • Increasing the production of gender statistics: Increase availability of quality, comparable and regular gender statistics to address national data gaps and meet policy and reporting commitments under the SDGs, Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), and Beijing Declaration
  • Increasing data accessibility and use: Ensure that gender statistics are accessible to all users (including governments, civil society, academia and private sector) and can be analyzed, communicated, and used to inform research, advocacy, policies and programmes, and promote accountability

Located in the Research and Data (R&D) Section of UN Women, the Statistics Specialist works under the supervision of the Inter-Regional Advisor on Gender Statistics/Statistics Specialist to contribute to the effective implementation of the statistical global project of Women Count Phase II (hereinafter referred to as, “programme”). Specifically, the Statistics Specialist will provide technical support in understanding gender data gaps, identifying instruments in a core gender data system, identifying active stakeholders working in the space, and reviewing the use and impact of gender data. As Women Count Phase II is significantly and progressively supporting the conduct of time-use and violence against women surveys, among others, s/he will provide technical support in designing, planning, and implementing surveys or other data collection activities. S/he will also develop guidance to ensure the quality of statistical activities implemented and outputs produced by the programme. The Statistics Specialist will also continuously undertake statistical methodological research towards improving gender data coordination, collection, analysis, and use.

Duties and Responsibilities

The Statistics Specialist of the Women Count Phase II, under the supervision of the Inter-Regional Advisor on Gender Statistics/Statistics Specialist, will perform the following tasks:

1. Develop global tools or formulate mechanisms towards improving gender data collection and analysis under the Women Count Phase II programme

  • Develop guidance and technical notes to guide the programme’s gender data collection activities (e.g., gender-specific household (HH) surveys, rapid gender assessments (RGAs))
  • Review concepts, definitions, standards, and classifications towards development of operational statistical frameworks and estimation approaches
  • Keep abreast of emerging statistical techniques to contribute to the programme’s work on gender statistics production and use
  • Aside from official gender statistics, explore use of other non-traditional data sources such as administrative data, citizen-generated data or big data (e.g., HH surveys, RGAs)

2. Contribute to the delivery of high-quality statistical activities/outputs of the Women Count Phase II global project

  • Coordinate the conduct of multi-country rapid gender assessments on the impact of crises and lead the production of its global evidence, data and knowledge
  • Contribute to the development of the State of Gender Data report, including on assessing and strengthening gender data ecosystems; promoting gender data governance and financing
  • Contribute to increasing availability and accessibility of disaggregated gender statistics (e.g., SDG 5.a.1 on women’s land ownership with FAO, Inter-Secretariat Working Group on Household Surveys (ISWGHS) collaboration on gender and intersectionality)
  • Identify strategic opportunities to facilitate the implementation of statistical activities of the global project; and develop and manage partnerships needed to deliver them (e.g., with UNSD, Inter-Agency Expert Group on Gender Statistics)

3. Provide technical support to Women Count Phase II regional projects towards ensuring quality and adherence to standards

  • Provide technical support and promote quality assurance to the delivery of the programme’s regional projects, particularly those related to standards and practices on survey data collection and production
  • Regularly conduct technical analyses of reported activities (including quarterly updates and annual reports) to identify good practices and challenges, anticipate needs and propose ways to address them

4. Contribute to capacity development and overall implementation of Women Count Phase II

  • Contribute to the strategic coordination of data and statistics priorities of Women Count Phase II across regional and global projects (i.e., women’s economic empowerment, violence against women, governance and participation, environment, administrative data systems, and modern technologies such as big data and AI)
  • Assist in the design and delivery of capacity development initiatives to facilitate implementation of the programme
  • Contribute to content development of pages related to global projects on the Women Count Data Hub
  • Support the organization and implementation of seminars/webinars or other similar events
  • Provide statistical support to UN Women’s policy and programme work and perform other tasks, as required.

Required Skills and Experience

Education and certification:

  • Master’s degree (or equivalent) in statistics, gender, economics, demography or population studies, or other related development or social science fields; OR
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 5 years of progressively responsible experience, including two years at the international level, in supporting programmes in the field of statistics (preferably on gender statistics).
  • Experience in gender data production, in the context of implementing official national household surveys and rapid gender assessments.
  • Experience in data analysis using statistical software packages (e.g., Stata, SPSS).
  • Experience in coordinating regional projects on gender statistics; working with national statistical office/s, particularly on gender statistics, is an advantage.
  • Experience in developing methodological statistical standards.

Language Requirements:

  • Fluency in English is required.
  • Knowledge of other UN official working language is an advantage.
