Background

NOTE: The duration of the assignment is for 364 days. Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

The Policy, Programme and Inter-Governmental Division develops and implements the UN Women programme of work on analysis, research and knowledge management that provides the evidence base for the advice and guidance UN Women provides to the intergovernmental process, the UN system, and to UN Women staff working at country and regional level on issues of gender equality and women’s empowerment. It identifies emerging issues and trends and develops and proposes new strategies for achieving the agreed goals through innovative approaches and lessons learned about what works in practice.

Under the overall guidance and supervision of the Policy Advisor on Gender Equality, Health and HIV/AIDS, the Policy Specialist will be responsible for contributing to the effective development and implementation of UN Women’s efforts to address the gender equality dimensions of HIV and AIDS to achieve gender equality and the vision of ending AIDS by 2030. More specifically, the Policy Specialist will be supporting day-to-day implementation of the UN Women’s programme focusing on leadership of adolescent girls and young women in the HIV response, acting as an important channel between country and regional offices, and global policy-related work. The Policy Specialist will also be providing technical support on evidence-informed policy, programme development, and the design of tools, guidance and knowledge products; supporting UN coordination and partnerships; managing knowledge and supporting donor reporting.

Duties and Responsibilities

Lead project management and coordination for the UN Women programme on leadership of adolescent girls and young women in the HIV response:

  • Lead project’s activities at the global level and ensure effective coordination with UN Women Country and Regional offices to ensure smooth implementation on the ground.
  • Develop and monitor annual workplan and budget.
  • Oversee the substantive and programmatic work of implementing partners.
  • Compile and draft regular donor reports and updates ensuring strong tracking of results, capturing global, regional and country level progress and achievements, and documenting good practices and lessons learned.
  • Maintain strong communication with country focal points, donor representatives and implementing partners to ensure coordination and complementarity of efforts.
  • Assess implementation bottlenecks and gaps in addressing gender dimension of the HIV epidemic and provide policy recommendations to address these challenges.
  • Identify emerging issues, cutting edge knowledge and approaches on the gender dimensions of HIV and AIDS, with particular focus on the leadership of adolescent girls and young women.
  • Organize (online) conferences, dialogues, expert meetings, panels and other interactive events on relevant issues for project implementation and policy support to the UN Women Country and Regional offices.

Provide technical support to advocacy and partnership building:

  • Identify relevant actors/forums, and liaise with key international, national, regional, and local civil society and governmental stakeholders to promote the leadership of adolescent girls and young women, particularly those living with HIV, in the HIV response.
  • Develop and solidify partnerships with key stakeholders, including UN entities, academic institutions, governments, donors and civil society organizations.
  • Strengthen relationships to promote joint action and resource mobilization, as well as making visible policy driven programming and achievements in addressing the gender equality dimensions of HIV and AIDS.
  • Contribute substantively to the development of strategic approaches to policy dialogue, resource mobilization, partnerships, advocacy and outreach.
  • Provide policy inputs to intergovernmental processes and other international forums.
  • Develop communications products, including for social media, for dissemination of programme results, including conducting of interviews and drafting of case studies.

Provide technical inputs to the development and dissemination of knowledge products:

  • Oversee the implementation of UN Women’s Knowledge Strategy in relation to gender dimensions of HIV/AIDS.
  • Provide substantive guidance and technical inputs to ensure the high quality of knowledge products and capacity development tools to meet UN Women needs and standards of quality.
  • Provide feedback to UN Women offices on case studies and other related knowledge products and publications, as requested and needed.
  • Collate good practices and lessons learned and feed into the Gender Equality and HIV/AIDS Community of Practice.
  • Promote the use of knowledge management mechanisms to share learning from programming and policy efforts related to gender equality and HIV/AIDS including through corporate websites, newsletters, and other avenues, in collaboration with Communications teams.
  • Oversee the maintenance of the UN Women Gender Equality and HIV/AIDS web portal and the sharepoint space.
  • Ensure timely contributions to corporate policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions and donor proposals.

Required Skills and Experience

Education:

  • Master degree (or equivalent) in development related disciplines, gender issues, economics, public policy, sociology, public health, law or other social science fields; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressive experience in international development, including a minimum of 3 years focused specifically on HIV, preferably with work experience on gender dimensions of HIV, including on adolescent girls and young women; experience with international organizations and/or the United Nations system is preferred;
  • Experience at the national or international level in design, planning, implementation, monitoring and evaluating development programmes and projects, including on gender equality and HIV/AIDS, with preference of geographical focus in sub-Saharan Africa;
  • Experience coordinating and liaising with donors, including reporting and evaluation efforts, preferably with key donors in the HIV context (i.e. Global Fund, PEPFAR);
  • Experience with documenting and developing knowledge products, communications materials, as well as, engaging in advocacy efforts on HIV/AIDS.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
