Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Programme Analyst reports to the Special Advisor, Programme, Policy and Intergovernmental Division (PPID). The Division is responsible for the following key areas of work:

  • Provide technical and strategic guidance, support and oversight to, ensure quality control, of UN Women's activities at the country and regional level, covering all aspects of the UNCT programming process;
  • Provide guidance and support to UN Women’s coordination function at regional and country level;
  • Manage the Multi-donor Trust Funds;
  • Provide rapid technical support including in humanitarian crisis to UN Women field offices.

Under the direct supervision of Special Advisor, the Programme Analyst is responsible for providing programme, coordination, communication and executive support to the Division. The Programme Analyst will also provide management support in areas of human resources, finance and other accountability functions, ensuring usage of consistent and improved management practices across the Division.

Duties and Responsibilities

Provide programme support to PPID Directorate:

  • Assist in the development and monitoring of the programmes of UN Women by taking meeting minutes, developing coordination templates, drafting communication messages;
  • Analyze and interpret background documentation and resource allocation trends, identify and document significant programme achievements, deviations and operating decisions, and compile information and data required for decision making;
  • Coordinate the work related to PPID and Budget Outcomes by developing templates for monitoring policy coherence across outcomes, as they pertain to the Division
  • Select and summarize background information to describe the overall context and budget-related background relevant to specific proposals within the portfolio;
  • Undertake research and analysis for specific sections and/or components of Directorate work, including proposals and inititiatives.

Provide coordination and analytical support:

  • Assist the Special Advisor in processing and/or preparing the Director’s participation in meetings and missions/key events; including SMT, BRC, General Assembly etc.
  • Prepare and assemble briefing materials, Talking Points and PowerPoint presentations;
  • Undertake analysis and research on relevant topics in preparation of the Director’s mission planning and participation in internal and external meetings.
  • Draft/compile, and analyze guidance and information from UN Women field offices regarding presence, activities, and latest developments; update the list of RDs, DRDs, Reps in coordination with HR Business partners
  • Collect and compile Directorate submissions for audits and coordinate and follow up on audit recommendations jointly with departments to ensure efficient implementation based on established plans and timelines, in coordination with PSMU; Provide support in finalization of the Risk Register;
  • Liaise with offices, including Country Offices, Regional Offices, HQ staff and relevant units on exchange of information and data, programme implementation and work planning to inform Director’s decision making.

Provide administrative and communication support:

  • Draft communication materials in collaboration with Division units and the Special Assistant for effective dissemination of pertinent information to senior management and other relevant staff at Headquarters and other offices;
  • Provide support to the Special Advisor in preparation of Division Meetings (Quarterly Town Hall Meeting, Monthly PPID-SPD Meeting, Monthly EMT Meeting and Weekly PPID LT Meeting),
  • Provide administrative support to the Division as required, including monitoring and following up on human resources, purchasing, and communications related issues;
  • Analyze and organize office operations and procedures such as information management and office space management;
  • Research and analyze reports for audit exercises including maintaining and organizing the Directorate’s electronic documentation in line with audit requirements for easy access and retrieval;
  • Provide support to the Knowledge Management Specialist in maintaining and updating the Directorate intranet presence.
  • Coordinate the preparation of the PPID Monthly Newsletter with the Knowledge Management Specialist.

Provide executive support to the PPID Directorate:

  • Organize the Director's interaction with various external partners such as donor country delegations, parliamentarians and high-level senior officials through collaborative and proactive relationship with counterparts and colleagues in those offices in collaboration with the Special Advisor and the Executive Associate;
  • Verify the completeness of required documentation and/or clearances (as appropriate) prior to submission for the Director's approval/signature;
  • Follow-up on the submissions, clearances and approvals of the items in the online clearance system;
  • Manage, review, update, prioritize, and route correspondence to and from the Office of the Director regarding the online clearance requests; provide daily list to the Director;
  • Provide inputs for the analysis and preliminary comments on proposals and other documents submitted to the Director. Follow up with concerned units for clarification and missing information if necessary; provide daily decision/ action/ information sheet to the Director;
  • Manage/oversee logistical arrangements for workshops and events, through engaging with facilitators, participants, caterers and hosts; Prepare and share background materials for participants. Liaise with budget focal points and other colleagues over costs and needs;
  • Prepare and disseminate mission and meeting reports.

Perform other duties as required by the division.

Required Skills and Experience

Education:

  • Master's degree (or equivalent) in: International Relations, Communications, Public Relations, Public Affairs, Social Sciences, or a related field; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Certification in project or programme management is an asset.

Experience:

  • 1 year of progressively responsible experience in international/regional organizations and project/programme management;
  • International development work preferably focused on, or strongly involving gender equality at national, regional and international levels;
  • Prior experience in the UN System is an asset.

Languages:

  • Fluency in English, both oral and written, is required;
  • Proficiency in other UN languages is an advantage.
