Background

The Human Resource Section is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions.

Under the supervision of the HR Deputy Director and in close collaboration with relevant functional leads, the HR Specialist is responsible for providing technical and coordination support on the implementation of HR strategies, policies, procedures and Standard Operating Procedures, providing backstopping support to HR Business Partners, providing outreach support, and providing operational support, and providing business process improvement and knowledge management support.

Duties and Responsibilities

Provide HR technical and coordination support in the implementation of existing and new human resources (HR) policies, guidelines, procedures and standard operating procedures (SOPs):

  • Provide advice to managers and personnel when necessary;
  • Provide technical guidance to offices in implementing policies, guidelines and procedures in relation to HR operations (contract management, recruitment and selection, benefits and entitlements);
  • Promote consistent application of HR policies throughout the organization;
  • Provide technical inputs into HR policies, guidelines, procedures and SOPs when necessary.

Provide effective backstopping support to HR Business Partners, particularly on Recruitment and Staffing:

  • Facilitate timely, transparent and competitive recruitment and selection processes, including review of the job descriptions, initial screening of applications, facilitation of the interview panels, assessment of the candidates and submission of the results of the selection process for the approval by the relevant approving authorities in accordance with the UN Women policies and procedures;
  • Pro-actively work with the management of the designated offices to reduce the time-to-recruit KPI;
  • Provide current and prospective personnel on different contract types with timely guidance on recruitment and contracting policies, general conditions of service and business orientation;
  • Backstop HQ/RO Human Resources Business Partner(s) on HR related matters, as needed.

Provide outreach support:

  • Drive and initiate recruitment outreach activities, to improve the quality of applications and their diversity;
  • Identify possibilities to source diverse talent on short and medium outlook for senior and positions that are difficult to fill;
  • Implement strategic sourcing strategies for senior leadership and business critical roles across the organisation;
  • Provide inputs to the development of an employer branding strategy to position UN Women as an employer of choice;
  • Develop innovative recruitment campaigns including media, print, web/online content and event promotion.

Provide o****perational support services in workforce planning:

  • Provide guidance and support to managers in workforce planning and staffing;
  • Provide advice on the appropriate usage of all types of contracts;
  • Analyze data and identifies trends in staffing and anticipates future talent needs;
  • Lead and contribute to talent acquisition through the development and management of recruitment rosters/talent pools;
  • Develop briefing materials and conducts presentations on workforce planning and talent acquisition as necessary;
  • Diagnose issues and provide technical support in achieving HR targets.

Provide Business Process Improvement and Knowledge Management support:

  • Provide feedback on and identify requirements for innovation and continuous process improvements and adaptation to policies and processes based on operational requirements and trends;
  • Review pain points in business processes with a view to eliminating them while advocating for related improvements to policies, processes and systems and while proactively looking to fill gaps in processes;
  • Provide feedback on the establishment, maintenance, and utilization of knowledge and/or information management systems related to human resources;
  • Provide technical support to the development of guidance packages (e.g. Standard Operating Procedures, templates, lessons learned, etc.) on operational human resources matters for the global human resources community;
  • Draft global HR message to inform workforce on HR initiative; promote transparent communication with ROs and COs on all matters pertaining to personnel.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in Human Resources, Business Administration, Psychology, Organizational Development, Public Administration or other relevant social sciences.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of 5 years of progressively responsible experience in human resource management or related area;
  • Experience in recruitment and selection is required;
  • Minimum 2 years HR work experience internationally;
  • Field experience is an asset;
  • Experience as a HR Business Partner is an advantage.

Languages:

  • Fluency in English is required;
  • Knowledge of another UN official working language is an asset (e.g. French).
