Background

The duration of the assignment is until . Whereas an external candidate will be offered a temporary appointment, subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.

The United Nations Trust Fund to End Violence against Women (UN Trust Fund) was established through the UN General Assembly Resolution 50/166 in 1996 with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund (UNTF) is a global multi-lateral grant making mechanism supporting national efforts to prevent and end violence against women and girls, one of the most widespread human rights violations in the world. The UN Trust Fund provides technical assistance and funding to advance the development of innovative models and strategic interventions in the area of ending violence against women and girls. Since 1996, the UN Trust Fund has awarded USD 198 million to 609 initiatives in 140 countries and territories. Currently, the UN Trust Fund portfolio includes over 157 active grants.?

Under the overall guidance of the Capacity Development and Operation Manager the Grants Operations Analyst will be responsible for coordinating the Grants Operations for the UN Trust Fund in accordance with UN Women rules, regulations, policies, and strategies; monitoring the implementation of the UN Trust Fund’s Service Level Framework ; coordinating the Grantees’ audit process for the UN Trust Fund serving as the focal point for donor contributions in the UN Trust Fund Operations Team ; providing operational support to the UN Trust Fund ; coordinating the planning, expenditure tracking and auditing; providing support in the grantees capacity development

Duties and Responsibilities

Coordinate the Grants Operations for the UN Trust Fund in accordance with UN Women rules, regulations, policies, and strategies:

  • Provide professional expertise and technical support to the UN Trust Fund on grantees’ operational and financial management issues;
  • Provide technical support in the review of applicant budgets prior to grant approval;
  • Assess completed NGO implementing partner forms prior to grant approval, and provide technical support in implementing partner assessments, where necessary;
  • Oversee grants operations and financial management activities including the quality control of advance/ liquidation packages and grants budget set up in Atlas/Quantum;
  • Guide and implement business process mapping and the establishment of internal standard operating procedures in all areas of grants operation and financial management, including the automation of the management of UNTF’s grants commitments;
  • Provide technical inputs to innovate operational efficiency solutions and business transformation initiatives to optimize UNTF’s business processes and regular mapping of operational processes for enhancement and streamlining via the development and maintenance of soft tools;

    Monitor the implementation of the UN Trust Fund’s Service Level Framework :

  • Provide guidance to UN-Women regional offices on financial and operational management of grants;

  • Provide technical support to the implementation support services by the finance and programmatic focal points in the UN Women Regional Offices (RO) and Country Offices (COs);
  • Analyze and process consolidated annual RO/COs requests of reimbursement of the delivered support services
  • Prepare periodic briefing to the UN Trust Fund on RO/CO’s’ progress with the implementation of the support services.

Coordinate the Grantees’ audit process for the UN Trust Fund in accordance to rules, regulations, policies and procedures:

  • Draft recommendations and lessons learned from audit processes.
  • Coordinate the impartial risk-based selection of Grantees for audit cycles
  • Provide guidance on the development of audit action plans with the corrective actions as appropriate on audit findings. Review and take corrective action as appropriate on audit findings;

Serve as the focal point for donor contributions in the UN Trust Fund Operations Team:

  • Coordinate the recording of the donor contributions in the grant-giving log.
  • Provide administrative support to cost application and regular reconciliation of the donor contributions in ATLAS/Quantum.
  • Provide the Statement of Contributions to the UN Trust Fund resource mobilization team.
  • Review contributions receivables and provide information to Operations Manager for follow up, as necessary;

Provide Policy and Operational Support to the UN Trust Fund

  • Provide technical inputs in the development of the operational annual work plan and budget for the Unit in consultation with the Chief and the UNTF’s Managers;
  • Provide inputs to standard operational guidelines for the UN Trust Fund in consultation with the relevant internal and external parties;
  • Provide technical inputs to risk assessment reviews for the UN Trust Fund, identifying areas of risk and providing recommendations and action plans for addressing issues raised;
  • Ensure compliance to UN Women Financial Rules and Regulations as well as the UN Trust Funds’ operational guidelines.

Coordinate the planning, expenditure tracking and auditing in accordance with UN Women rules and regulations and policies and strategies

  • Supervise the timely year-end closing of accounts;
  • Exercise proper financial controls;
  • Perform Manager Level 1 role in ATLAS for voucher and PO approvals.

Provide Knowledge Management and Capacity Building support related to UN Trust Fund grantees****:

  • Provide technical inputs the production of capacity development material in the area of financial management, operations and audit process;
  • Provide technical inputs to the development of grant-making operational policies, procedures, internal control, business flows, reporting and systems;
  • Provide technical inputs for the enhancement of monitoring and reporting systems (GMS and RMS) for better business practices and controls at HQ, RO/MCO/CO;
  • Provide technical inputs to learning tools, best practices and innovations in business operational practices and management for staff and grantees (including through capacity development workshops and missions);
  • Where identified, support grantees (especially small organizations) with relevant trainings to enhance their management and operations processes and reporting;

Perform other duties as requested by the supervisor

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in business administration, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 2 years of relevant experience in providing operational and financial management services;
  • Experience in providing support and conducting trainings and webinars for a wide rage of users;
  • Experience in the field of grant making and grants management is an asset;
  • Experience with ATLAS/Quantum is desirable;
  • Experience with databases and data management will be considered an asset;
  • Prince 2, or Procurement and Supply -CIPS level 1 is desirable.

Language Requirements:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
