Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace and security. Placing women's rights at the center of all its efforts, UN Women will lead and coordinate the United Nations System's efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Division of Management and Administration is responsible for the security management within UN Women Headquarters and Field Locations. Reporting directly to the UN Women Global Security Advisor, the primary role of the UN Women Global Security and Safety Associate is to support the Global Security Advisor in collecting, updating, communicating and implementing information regarding the security and safety of UN Women. Additionally, under the direction of the Global Security Advisor, the Associate will assist UN Women Regional, Multi-Country, Country Offices, Programme Offices and UN Women Security Field Personnel concerning their security and safety responsibilities to protect and minimize the risk to UN Women personnel, property, and operations in the field and at the same time enabling UN Women programme delivery.

Under the direct supervision of the UN Women Global Security Advisor, the Global Security and Safety Associate will provide guidance to UN Women Field Security Focal Points in the implementation of UN and UN Women security and safety policies, procedures and plans for the protection of UN Women personnel and assets and the safe delivery of programmes in the field. The Associate will also assist in the review of UN Women security and safety policy, technical content, best practices, security and safety mainstreaming, biannual budgeting, training, UNSMS programme and compliance, and effective administrative support to field security operations as identified in the Security and Safety Section biannual work plan.

Duties and Responsibilities

Provide administrative services to the UN Women Security and Safety Services:

• Maintain a list of all UN Women Security and Safety Focal points worldwide;

• Conduct regular communications with UN Women Security and Safety Focal Points;

• Maintain contacts within UN Women Divisions, Units and Sections;

• Maintain a security network of international and national security personnel;

• Participate as a member of security and safety groups, particularly UNDSS Working Groups as designated by the UN Women Global Security Advisor, where applicable

• Support the preparation and review of UN Women Security plans in accordance with HQ Security Plans, Facilities and the UNSMS;

• Maintain and coordinate the UN Women HQ Warden System;

• Provide routine organizational training sessions and briefing sessions to personnel;

• Coordinate with Human Resources to ensure new UN Women Representatives and Heads of Offices receive security and briefings from the Global Security Advisor prior to deployment;

• Maintain routine and confidential correspondence files/documents;

• Maintain a database of security and safety compliance of all UN Women offices;

• Arrange appointments, receive visitors, and answer queries with discretion, and take minutes and/or notes at meetings as required;

• Liaise with the travel agent and UN Women administration when preparing Security Advisor travel, procurement of office equipment and supplies, and other logistics;

• Ensure the proper and timely dissemination of analytical products and outputs of the Section to stakeholders; ensure that the output of the Section is properly coordinated with the work of other departments, Divisions, Units and Sections at UN Women HQ.

Provide Budget Management Support:

• Monitor that all projects and programmes contribute resources to implementation of security and measures;

• Provide inputs to, and finalize the format for the biannual work plan and related budget; initiates budget revisions for approval;

• Monitor and support allotted UN Women Security and Safety Compliance funds to budget and utilize them in a timely manner within the ERP;

• Monitor that costs and expenditures remain within budget and approved limits through the monitoring of monthly ERP budget reports;

• Keep the Security Advisor updated on expenditures in the operational budget and follow closely the availability of the security budge;

• Prepare budget closures and reports as per HQ processes.

Assist the Global Security Advisor with mainstreaming security and safety into all levels of programming:

• Gather information on the potential impact of current as well as potential security and safety factors and trends on UN Women planning, programme design and delivery, as well as information on the possible impact that programme design might have on the stability and security;

• Liaise and communicate with partner organizations and counterparts ensuring the safety and security of UN Women personnel as the highest priority.

Provide administrative and technical support to threat and risk assessments:

• Provide inputs to identify and facilitate the implementation of appropriate risk measures for threat and risk assessments where UN Women activities are implemented;

• Provide inputs as required to UNDSS/UNSMS in preparing comprehensive threat and risk assessments in all locations where UN Women personnel, dependents and equipment are present;

• Provide coordination support to the Global Security Advisor in conducting assessments of the Compliance Security Standards for UN Women COs in collaboration with the UN Women field Security Focal Points and provide inputs to assessing headquarters security;

• Adopt the role of alternative Air Travel Focal Point (AFTP) for UN Women, in accordance with UNDSS CATSU policies and guidelines.

Maintain UN Women’s Security and Safety Plan and Securities’ inputs to UN Women’s Business Continuity Plan (BCP), BCCMA and provide training:

• Monitor UN Women procedures to ensure that UN Women procedures conform to the UN Security Framework;

Provide inputs to UNDSS/UNSMS to establish, maintain and update the country specific security and contingency plans when necessary;

• Liaise with UN Women offices to ensure that all UN Women personnel are included in the Security Plan of the respective duty stations;

• Facilitate security clearances for all UN Women security and Safety personnel;

• Participate in any UN Women BCP activation as identified in such documents.

Support the maintenance of Security and Safety Compliance Standards:

• Provide administrative support in the oversight of UN Women personnel and equipment for security and safety compliance;

• Provide information inputs to ensure CO management teams are briefed sufficiently on security and safety requirements in order to take decisions and provide adequate resources;

• Maintain an internal communication systems so that UN Women communications are integrated into the appropriate UN Security Emergency Communications System;

• Provide administrative support in the selection and procurement of appropriate equipment for security and safety (vehicles, telecommunications equipment, PPE, etc.);

• Provide routine orientation and training to international and national personnel regarding security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, as needed.

Ensure timely information sharing and coordination:

• Gather and verify security information required for a proper analysis of security and safety situations by the Security Advisor;

• Report immediately all security and safety related incidents involving UN Women personnel and eligible dependents as per UN Women procedures;

• Provide UN Women personnel with appropriate security and safety related information generated by the UNSMS in a timely and efficient manner;

• Maintain relationships with national law enforcement, military and civil intelligence authorities, counterparts in the Diplomatic Missions, where necessary;

• Coordinate an exchange of information relative to risk management for UN Women programme implementation;

• Coordinate HQ reporting of security incidents.

Organizational Security Rapid Response and Remote Support:

• Provide security SURGE support outside of the designated ‘Duty Station’ as required;

• Provide remote security support to identified UN WOMEN personnel, offices, programmes and projects as required;

• Participate in inter-agency security coordination efforts as required.

General:

• Respond to requests, perform UN system related security and safety tasks, as advised by the Global Security Advisor.

Impact of Results:

The Global Security and Safety Associate’s priority is to support the Global Security Advisor to ensure that support and advice focuses on all UN WOMEN programmes and operations globally. It is only through a rigorous support of policy understanding, risk mitigations and where necessary security and safety education and training will the application of security and safety management be fully implemented. The security and safety support of the Global Security and Safety Associate to the Security Office and country programmes will ensure continuous facilitation of safety and security of UN Women personnel, enabling safe UN Women programme delivery and activities within the context of UN Women's mandated role, while dovetailing with and respecting UNDSS' mandate, and working within the UNSMS and UN Women security policy and framework.

More specifically, the Global Security and Safety Associate is to protect and minimize the risk to UN Women personnel, project personnel, property and operations in all locations and at the same time enabling UN Women programme delivery through supporting the Global Security Advisor by ensuring:

• UN Women security and safety support is included in all aspects of the programming process at country office level as well as throughout individual project life cycles, from project identification, planning, budgeting, implementation, monitoring, evaluation and closure.

• UN Women security and safety guidelines are regularly reviewed and up to date;

• Security and safety arrangements of UN Women offices, sub-offices, and where applicable accommodation are in line with defined standards;

• Security networks are well maintained and security and safety information is provided in a timely manner;

• UN Women is represented in security and safety working groups established by the UNDSS/UNSMS or external parties.

Required Skills and Experience

Education and certification:

  • Secondary education is required.
  • Bachelor’s Degree is an asset.

Experience:

  • 6 years of relevant experience in security, administration, risk management or related field
  • Experience with budget planning and management;
  • Prior experience with the UN system or an international NGO is desirable;
  • Knowledge of UN Women business, operations and programming is an asset;
  • Knowledge of the UN Security Management System (UNSMS) is an asset.

Language Requirements:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset.
