Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In line with the 2030 Agenda for Sustainable Development, General Assembly resolution 72/279 on the repositioning of the United Nations Development System, and the evaluation of UN Women’s Regional Architecture in 2017, UN Women has been reviewing its current organizational structure to further solidify its operating and implementation model in order to break silos and improve the delivery of the Entity’s mandate in an integrated manner.

These changes have taken place in a context of rapid change at global, regional and national levels for the UN development system, which UN Women is part of. As part of this process, a Business Transformation function is being created in the Strategy, Planning, Resources and Effectiveness Division (SPRED) to contribute to the vision for “UN Women 2.0” - a stronger field, a nimble and effective HQ, more efficient processes, and better governance, in a modern and mature development organization.

Under the day-to-day supervision of the Director, SPRED, the Business Transformation Advisor leads the UN Women business transformation programme, drives the implementation of the OEE component of the UN Women 2022-2025 Strategic Plan, and supports the strengthening of key SPRED workstreams, including to enhance corporate performance management, improve internal governance and strengthen the second line of defense.

With business transformation a key component of the Organizational Efficiency and Effectiveness section of UN Women’s Strategic Plan 2022-2025, the Advisor will work with colleagues across the organization to make sure that these ambitions are realized. Specifically, they will provide substantive inputs to the organization’s strategy relating to this part of the Strategic Plan, as well as carrying out the implementation of specific components thereof.

Duties and Responsibilities

Drive UN Women Business Transformation and Function to implement the vision of UN Women 2.0:

  • Develop guidance and recommendations on all aspects of the implementation of the UN Women 2.0 business transformation process, ensuring close alignment with the 2022-2025 Strategic Plan as well as with broader UN reform processes, including assessing budgetary and human resource implications and identifying opportunities to enhance efficiencies and effectiveness of business processes and results, in order to pivot to the field and further strengthen linkages between results and resources;
  • Provide substantive and technical reviews of studies and proposals by internal working groups, audit reports and other relevant documents;
  • Strengthen the engagement with internal and external stakeholders as required and provide advice to directors, managers and supervisors as necessary;
  • Oversee and coordinate the management of UN Women’s presences governance, including HQ typologies and Regional and Country Office typologies, considering growth strategies, revenue, delivery, country gender equality data, and other metrics – support and advice entities in their business cases to see BRC approval and provide regular updates to the BRC on the UN Women portfolio of presences globally;
  • Provide strategic advice to COs / ROs / HQ units on all Business Transformation matters;
  • Provide enhanced business analytics and predictive data intelligence to support the organization linking Results to Resources and the Quarterly Business Review; and
  • Propose approaches to new ways of working, including on management, decision-making and internal coordination.

Coordinate and oversee the UN Women Strategic Plan implementation with a focus on OEE:

  • Drive and coordinate UN Women Strategic Plan implementation with an emphasis to the Organisational Effectiveness and Efficiency part of the Strategic Plan;
  • Oversee, coordinate and facilitate OEE indicator development, indicator methodologies, regular reporting and forward management of key performance indicators as part of the Quarterly Business Review (QBR) to drive strategic alignment and support risk-informed, fact-based decision making;
  • Provide strategic advice to UN Women offices on matters related to Strategic Plan implementation;
  • Develop, enhance and drive the Quarterly Business Review processes and annual OEE reporting, including strengthening UN Women management practices through efficient use of Technical Management Group (TMG);
  • Provide technical support to the development of strong collaborative work across the organization (‘how’ we work together); and
  • Ensure that risk, audit and other oversight findings are linked to Strategic Plan implementation.

Oversee and support key SPRED functions to enhance corporate performance and management, improve governance and strengthen the Second Line of Defense:

  • Oversee and support the Secretariat of the Business Review Committee (BRC);
  • Strengthen UN Women’s assurance function through the second line of defense by systematically utilizing audit findings and recommendations to inform strategic planning and corporate performance management;
  • Ensure that UN Women's management bodies and organizational culture support risk-informed, evidence-based decision-making and integrate risk-based approaches in all relevant management mechanisms like the Quarterly Business Review etc.;
  • Support UN Women to maintain effective relationships with various entities, including the United Nations Board of Auditors (UNBoA), MOPAN, and the Joint Inspection Unit (JIU); and
  • Be the catalyst for business transformation to improve operational economy, efficiency and effectiveness while promoting a culture of accountability.

Provide substantive support the SPRED Director, on management and leadership related issues - as required, represent the Director and the Division:

  • Provide quality assurance on relevant management responses and submissions;
  • Support the Director, SPRED in managing the human and financial resources of the Division, including: monitoring the Divisional budget; managing and providing guidance to relevant colleagues, consultants and other internal stakeholders;
  • Provide advice and hands-on support on leadership, management, human resources, budget and administrative matters;
  • Represent the SPRED Director in internal and external meetings, as required;
  • Create a culture of collaboration and co-creation withing SPRED; and
  • Undertake any other tasks as requested by the SPRED Director.

Key Performance Indicators:

  • The Director, SPRED, is effectively supported in overseeing the implementation of the Strategic Plan, notably with regards to Business Transformation;
  • The necessary activities for change management to effect a collaborative and results-driven work culture are established and carried out;
  • The implementation of business transformation / change management decisions is on track and is effectively coordinated with the relevant Divisions;
  • UN Women’s workforce at all levels is informed on the Strategic Plan implementation process and understands the potential for the future of UN Women;
  • The ongoing change processes enable UN Women’s workforce to better perform their roles;
  • Change Leadership is effectively provided;
  • Regular coordination and collaboration with other offices is achieved.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in business administration, management computer science, economics, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Prince2 Foundation Certification is an asset.
  • Business Transformation / Change Management Certification and experience is an asset.
  • Expert knowledge in online collaboration tools / business intelligence and data analytics is an asset.

Experience:

  • At least 10 years’ experience in business transformation / change management and/or organizational development efforts in a large and/or international institutions is required.
  • Experience in strategy development / business transformation processes for a global organization required.
  • Experience in management, administration, business processes, accountability or related fields, preferably at the United Nations.

Languages:

  • Fluency in English is required.
  • Knowledge of another official UN language is an asset.
