Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

Generation Equality is a multi-stakeholder initiative convened by UN Women to catalyze partners, increase investments for gender equality, drive results and accelerate the full and effective implementation of the Beijing Platform for Action and the Sustainable Development Goals. The initiative also aims to sustain and expand a movement of support for gender equality with civil society and youth leadership and activism at its heart. Generation Equality is fully embedded in UN Women’s Strategic Plan and aims to accelerate the achievement of results contained therein, notably by operationalizing the Strategic Plan’s vision of achieving results through partnerships. Generation Equality is also recognized by the Secretary-General’s “Common Agenda” as an important initiative for the UN system to take stock of and build on.

During the 2021 Generation Equality Forum, the Action Coalitions were launched to take on six critical issues that underpin gender equality. Along with the Compact on Women, Peace and Security and Humanitarian Action (WPS-HA Compact), they are a set of global, innovative, multi-stakeholder partnerships mobilizing the world to catalyze collective action; spark global and local conversations among generations; drive increased public and private investment; and deliver concrete, game-changing results for girls and women. Concerted effort, investments and accountability together with sustained solidarity for action is required to secure the gains secured at the Forums in Mexico and Paris, as well as ensure new momentum and commitments. Critical for the success of Generation Equality and the Action Coalitions is a well-resourced Accountability Framework of the Action Coalitions. Established through consultations with Generation Equality Stakeholders, the Action Coalitions Monitoring and Accountability Framework outlines the efforts required to hold Action Coalition Leaders and Commitment Makers accountable for the pledges made towards a better life for women and girls. The Framework is anchored in the Action Coalition’s Global Acceleration Plan for Gender Equality that outlines bold results that are to be achieved for each Action Coalition by 2026. The Monitoring and Accountability Framework for the Action Coalitions include four elements:

  • Annual reporting on implementation of COMMITMENTS
  • Biannual assessment of progress towards the global TARGETS set by blueprints in the Global Acceleration Plan
  • Assessment of the extent Generation Equality reflects transformative PROCESSES
  • STORIES OF IMPACT that demonstrate experience of challenges and change

UN Women is the custodian of the Action Coalition Monitoring and Accountability Framework which is led by the Research and Data Section in the Policy, Programme and Intergovernmental Division.

Under the supervision of the Chief, Research and Data, the Accountability Framework Lead will supervise a team responsible for the development and implementation of all four elements of the Accountability Framework, including working with Action Coalition thematic leads and the Generation Equality Coordination Hub to ensure timely high-quality reporting on commitments, developing and maintaining strategic research and data partnerships to monitor the Global Acceleration Plan and other elements of the Accountability Framework. In doing so, the Accountability Framework Lead will contribute to the overall impact of Generation Equality and of the organization by advancing the normative frontier, building credibility and substantive leadership of the organization.

Duties and Responsibilities

Manage the Development and Implementation of the four elements of the Action Coalition Monitoring and Accountability Framework

  • Prepare, manage and administer the annual commitments reporting survey, and in collaboration with the Generation Equality Coordination Hub and Thematic Leads for the Action Coalitions, support annual data collection by commitment makers to ensure high-quality and timely reporting on their commitments.
  • Provide substantive leadership for the design, content development and writing of the annual Accountability Report (see 2022 Accountability Report).
  • Develop a sound methodology and commission and manage research on case studies (if funded) on the implementation of Generation Equality commitments to showcase emerging issues, good practices and lessons learned.
  • Work with the Research and Data team to leverage the production of the Gender and SDGs Snapshot Report and the Women Count Gender Data Programme to report on Progress towards the GAP Targets.

Provide substantive contributions to the development and implementation of UN Women’s strategy for the promotion of transformative ways of working across Generation Equality

  • Work with Generation Equality Stakeholders to develop an agreed methodology to monitor the extent to which of the extent Generation Equality reflects transformative processes and lead the design and delivery of tools for self-reporting by Commitment Makers.
  • Identify and carry out research and data analysis on ways in which the Generation Equality stakeholders uphold the principles of inclusive, inter-generational and transformative ways of working.
  • Provide technical support on accountability to UN Women country and regional teams working on generation equality.
  • Regularly liaise with Thematic Leads for the Action Coalitions and the Compact, to provide substantive and analytical support for the Action Coalition Leaders’ self-evaluation against the transformative process strategy within each individual coalition.

Lead the development and implementation of a data and learning agenda, with a particular focus on influencing global accountability processes

  • Develop and carry out a robust learning and data agenda in line with the Global Acceleration Plan by consulting with key stakeholders within and outside of UN Women to advance the data availability needed to measure the Global Acceleration Plan.
  • Lead methodological work to develop/improve gender indicators to monitor the Global Acceleration Plan for Gender Equality.
  • Identify and carry out research, data and policy analysis to inform the four elements of the Accountability Framework and UN Women’s Advocacy and Communication Strategy for Generation Equality more broadly.
  • Convene a Community of Practice on Accountability or relevant learning sessions or working groups that foster knowledge exchange and learning to help drive feminist accountability.
  • Develop partnerships with leaders and staff at partner agencies to assure a system-wide, coordinated approach to data collection, analysis and reporting related to the Global Acceleration Plan.
  • Work with different parts of UN Women to advance the accountability agenda, assist with the monitoring of commitments, support policy/thematic elements in terms of scoping and analyzing the kind of efforts required to facilitate progress towards the Action Coalition blueprint targets and toward gender equality in the 2030 Agenda.
  • Keep abreast of emerging development issues to galvanize UN Women’s analytical capacity to respond, particularly in the area of gender statistics.
  • Identify strategic opportunities to strengthen the availability and quality of gender statistics, and develop and manage the partnerships needed to deliver them.

Manage the budget, supervise the team working on accountability and contribute to UN Women’s GEF outreach efforts

  • Support UN Women’s preparation and external positioning to advance the accountability agenda, including key messages and talking points for advocacy and external communications with partners and the general public by working with Communications and Partnerships teams, among others.
  • Manage the Accountability Framework budget and resources, including contributing to regular donor reporting, and managing and overseeing the recruitment and performance of staff.
  • Identify other synergies and linkages in relation to accountability, research and data across UN Women.
  • Support the Chief of R&D as required.
  • Use of Official time for self-learning.

Required Skills and Experience

Education and certification:

  • Master's (or equivalent) in a relevant social science discipline
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • PhD is an asset.

Experience:

  • A minimum of 7 years of progressively responsible work experience carrying out research and analysis in a development policy and/or research context with a strong focus on gender for a significant part;
  • Significant record of research, peer reviewed publications and writing on gender and development issues;
  • Experience in coordinating and designing cross-country comparative research projects;
  • Experience in coordinating global or regional research reports.

Language Requirements:

  • Fluency in written and spoken English is required.
  • Working knowledge of another official UN language is an asset.
