Result of Service The UN Department of Operational Support has identified a need to implement telemedicine in field missions to provide healthcare to UN personnel. Telemedicine (also known as telehealth) is the delivery of health services in situations where the clinician and patient are not at the same location, using telecommunications technologies. Telemedicine includes the transmission of medical images, audio, video, and other data to support the diagnosis, monitoring and treatment of patients, as well as physician-to-physician consultations. Telemedicine capabilities are proving crucial for UN mission health facilities during the COVID-19 pandemic, where movement of patients and doctors may be restricted, and in-person contact may be avoided. Telemedicine provides UN health facilities with access to specialists and diagnosticians not available in smaller settings. In higher-level UN health facilities telemedicine can facilitate access to cutting-edge treatments and research and help maintain the skills of UN medical personnel through exposure to best practices and regular liaison with personnel in medical centers of excellence worldwide.

Work Location Home-based with travel to UN field duty stations on demand

Duties and Responsibilities The Division of Healthcare Management and Occupational Safety and Health (DHMOSH) provides expert healthcare management and Occupational Safety and Health services to all UN Secretariat entities (Field missions, Offices Away from Headquarters and Economic Commissions), the New York based agencies funds and programs, as well as providing strategic leadership of whole-of-system medical issues through the UN Medical Directors Network. The Division needs a consultant to:

  • Assist in the preparation of United Nations telemedicine documents (SOPs, guidelines, policy and healthcare providers user manual, etc.) surrounding integration of telemedicine into existing medical processes in United Nations field missions.
  • Design and develop a curriculum in consultation with project team and stakeholders at various level for implementation of an e-learning module on telemedicine use for UN healthcare providers
  • Design/implement data gathering and analysis on telemedicine usage during pilots in United Nations field missions.
  • Assist in initial implementation of telemedicine in field missions (incl. travel if needed), with compilation of lessons learnt.
  • Engage with field healthcare providers during the pilot implementation to identify challenges and provide solutions.
  • Prepare targeted communications to key audiences for engaging in the implementation processes, as well as adjustment required to streamline telemedicine in UN field missions.

    Qualifications/special skills Academic Qualifications: A first level university degree in healthcare disciplines (nursing, paramedic nurse practitioner, health care education specialist, etc.) or a first level degree in medicine is required.

Experience: 1. A minimum of five years of progressively responsible experience in the field of telemedicine, digital health technologies is required. 2. Digital literacy and experience with latest telemedicine IT tools is required. 3. At least three years of telemedicine experience in global health context, humanitarian or low-resource-settings is desirable. 4. Experience in implementing and overseeing telemedicine networks is desirable. 5. Experience in leading reform across multiple environments with complex stakeholders’ groups is desirable. 6. Experience in working in international organizations is desirable. 7. Demonstrated experience in producing high-level of technical documents, guidelines, reports, scientific publications are desirable. 8. Demonstrated project management skills, including consultation, co-design and collaboration, managing complex stakeholder groups while achieving deadlines and deliverables is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Knowledge of French is an advantage.
