ORGANIZATIONAL CONTEXT

In his December 2017 report, the Secretary-General presented his vision and proposals to reposition the UN development system to better respond to the 2030 Agenda for Balanced Development. The Deputy Secretary-General has called to accelerate on the roll-out and implementation of the UN Reform.

A key aspect of the reform is to reinvent the regional architecture, including the establishment of solid understanding management hubs in each region, by pooling together policy expertise currently scattered across entities.

Some initiatives are well under way, including the SDG Gateway knowledge portal for LAC; the roll-out of UN Info – a planning, monitoring and reporting system; and the establishment of the Issue Based Coalitions (IBC’s). Five issue-based coalitions were established in Latin America and the Caribbean which act as regional task forces to facilitate improved collaboration between different UN agencies, funds, programs and their partners: Human Mobility, Climate Change and Resilience, Crime and Violence, Inclusive Growth, and Governance and Institutionalist.

JOB PURPOSE

These initiatives will require WFP’s increased engagement in information and knowledge management (IKM). Additionally, WFP will require strengthening its own information and knowledge management (IKM) work to better position itself within the UN system and improve delivery of services and operational efficiency. The incumbent will provide support to strengthen internal knowledge management capacity, contribute to inter-agency coordination, and facilitate country exchange, including support for the IBCs, regional platforms and other key initiatives of the UN Reform.

KEY ACCOUNTABILITIES

Under the direct supervision of the Deputy Regional Director the consultant will have the following responsibilities:

1. Conduct a needs assessment and a mapping of ongoing initiatives leaded by different units/ COs in order to prepare an RBP IKM Plan, using the vision approved by the KM Steering Committee, and covering how to build, access, retain, share, and utilize evidence and knowledge in RBP.

2. Support the development of information and knowledge management (IKM) products, as agreed by the Knowledge Management Steering Committee.

3. Liaise with WFP headquarters (Innovation and Change Management Unit) on existing criteria, platforms and mechanisms for the systematization of lessons learnt and good practices and how to share information and knowledge.

4. Engage with and contribute to the SDG Gateway for LAC with relevant documents, media and other materials to showcase WFP’s work and facilitate information sharing.

5. Support the engagement with the Issue-Based Coalitions and other regional inter-agency mechanisms in coordination with the regional Programme advisors.

6. Provide support to Country Offices to improve information and knowledge management (IKM), including through inter-agency platforms, such as UN Info and other initiatives.

7. Provide Senior Management with briefs, updates, talking points and other materials to advance on knowledge management activities to strengthen internal capacities and support the UN Reform implementation.

DELIVERABLES AT THE END OF THE CONTRACT

. WFP documents, evaluation reports and summaries and other key materials are shared on the SDG Gateway and other inter-agency mechanisms.

. Good practices and lessons learnt are collected and accurately shared to facilitate country exchange and strengthen UN collaboration.

. Information collected, data analysed, and knowledge products drafted in coordination (or under the directive of?) with the Knowledge Management Steering Committee.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Communications, Public Relations, Social Sciences or other relevant studies.

Experience: Candidate should have at least three years of experience on information and knowledge management. Previous experience with international organizations is desired.

Knowledge & Skills: Candidate should have strong communication capabilities, proven analytical skills and demonstrate excellent writing skills, including the ability to summarize. Strong interpersonal skills and ability to coordinate teamwork. Ability to plan effectively and deliver in line with established deadlines and priorities. Effective organizational and planning skills to ensure set objectives are achieved within agreed timeframes. The candidate should demonstrate the ability to work effectively with personnel of diverse group of backgrounds.
