At the regional level, UNESCO Bangkok is articulating and positioning UNESCO’s programmatic contribution in the context of Agenda 2030 and global UN system-wide programming by representing in the Regional Collaborative Platform and its sub-groups and networks. In support to enhanced need for strategic engagement and resource mobilization with UN and other partners, and under the direct supervision of the Director of the Regional Office, the UN Partnership Officer will provide support and contribute to increasing the presence, visibility and credibility of the Organization in a UN inter-agency context and UN system-wide work and mobilizing resources for programmatic impacts at regional and country levels. In this regard, the individual specialist will provide support to the Director of the Regional Office in liaising with the RCP to enhance synergies and partnership with the UN agencies and RCP groups and in resource mobilization at the regional and national levels in the Asia-Pacific region. The work shall contribute to the achievement of the Organization’s Medium-Term Strategy’s Enabling Objective to “Foster an enabling environment for the efficient and effective delivery of UNESCO’s proprieties” and its related Enabling Outcome 10 “Reinforced partnerships, outreach and advocacy in support of UNESCO’s action” and related Enabling Outcome 11 “Accountable, efficient and effective management in pursuit of the Organization’s results”. Long Description ---------------- Under the overall authority of the Director of the UNESCO Bangkok, and the direct supervisions of the Head of Executive Office, the individual specialist shall ensure the overall coordination, technical preparation and participation in the UN RCP related programme activities such as engagement in various thematic and technical working groups with focus on ensuring UNESCO’s active participation and contribution in its competent areas (Education, Social Science, Culture and Communication) and support resource mobilization activities to attain programmatic objectives of the Office. The specialist shall also ensure the establishment of a strategic relation between UNESCO and UNCT activities especially in Thailand, Laos PDR and Myanmar by: 1\. Ensure necessary technical preparation and participation of the Regional Office (UNESCO Bangkok) in the coordination systems, processes and meetings of the RCP as well as UNESCO Bangkok involvement in UNCT activities. 2\. Provide support for UNESCO Bangkok and field offices in the region to access UN Multi-Partner Trust Funds and other resource mobilization opportunities through the RCP and UNCT activities. 3\. Provide support to the director and senior management team to strategically position UNESCO as a key partner within the RCP and promote integrated approaches with the wider UN system in UNESCO’s fields of competence, including effective coordination with the Networking Group on Learning and Education 2030+, Peer Support Group and other relevant networks, the elaboration of support material and analysis to be shared with the RCP. 4\. Support the director and senior management team in the review, development and implementation of UNSDG and other UN reform initiatives as regards UNESCO through collection, analysis and dissemination of information related to the reform, UNESCO’s involvement in the UNSDG, UNSDG global collaboration and other UN Reform and UNCT activities in the region. 5\. Coordinate the drafting of SDG Goal 4 profile for the Asia Pacific Forum on Sustainable Development (March 2022) with other UN agencies. 6\. Provide assistance to the UNESCO field offices in the region in enhancing communication and collaboration to ensure UNESCO’s substantial integration in United Nations Sustainable Development Cooperation Framework (UNSDCFs) and appropriate alignment of UNESCO’s country strategies with UNSDCFs. Long Description ---------------- 7\. Support communication related to UNESCO’s partnership in UNSDG and other related regional coordination both within the RCP and UNESCO. 8\. Support development of UNESCO Support Strategy for Education in the Asia Pacific Region (2022-2027) in collaboration with education staff in the region. 9\. Support the director and senior management team to develop strategic and programming documents, statutory reports and reports to UNESCO Governing Bodies regarding UNESCO’s involvement in the UNSDG and on UNSDG global collaboration in the region. 10\. From February to June 2021, the individual consultant shall work 30% of time for preparation and organisation of the Second Asia Pacific Regional Education Ministerial Conference (APREMC II) on following tasks: a. Co-facilitate the work of the operational/content committee and support preparation of conference documents (i.e., concept note, annotated agenda and a brief for one thematic session). b. Serve as a focal point for the drafting committee of the conference outcome document and ministerial statement. c. Co-organize one of the 5 sub-regional consultations and prepare a short report on the consultations’ outcomes with co-organising partner(s). d. Contribute to the preparation of one thematic panel: including the selection and preparation of panellists and the moderators. 11\. Drafting and editing reports and remarks by director as well as any other pertinent professional duties as assigned by the Head of UNESCO Bangkok Executive Office. Long Description ---------------- **Deliverables** As part of its support to Bangkok office, the Individual Specialist shall deliver the following deliverables to UNESCO for approval: - Submit monthly progress report, including the periodic update and progress of planned activities, achievement and the work plan, shall be submitted to the Head of ED/EO at the end of each month. - UN resource mobilisation opportunity mapping update on quarterly basis. - APREMC II outcome documents, including UNESCO Support Strategy for Education in the Asia Pacific Region (2022-2027) within 6-week after the conference. - Monitoring paper on the recommendations on UNESCO’s engagement with RCP made in December 2021 by the end of September 2022. - Strategic paper on education partnership by UNESCO in the Asia Pacific region by the end of 2022. In line with UNESCO's overall gender mainstreaming strategy, the Individual Specialist is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible.
