Job Description

Job Overview: The Ukrainian Response Supervisor is responsible for providing guidance and supervision for Welcome Center Ukrainian Response services and for maintaining and enhancing the standard of direct services. The Ukrainian Response Supervisor is specifically responsible for supervising the direct service team. This includes overseeing the provision of services within required timeframes, maintaining program compliance, coordinating case file reviews, and assisting the completion of program reports. Additionally, the position is responsible for coordinating cultural orientation classes and related workshops to assist newly arrived humanitarian parolees and immigrants. This position will also participate in program planning and staff development through coordinating local training, onboarding new staff, conducting annual performance evaluations, and participating in community partnerships. The Ukrainian Response Supervisor may provide direct services in addition to supervisor responsibilities.

Major Responsibilities:

· Supervise program staff to ensure that all core services can be provided including Cultural Orientation, health screenings, enrollment in benefits, enrollment in schooling, family budgets and referral to job placement programming and English as an Other Language service.

· Conduct regular and timely case file reviews with team members.

· Provide oversight of compliance issues of various donor requirements through on-going review of direct service provision.

· Establish and continually improve the curriculum for Cultural Orientation.

· Teach multiple cultural orientation classes each week to new refugee arrivals, including gender specific or in-home CO, using engaged learning and nontraditional teaching methods.

· Ensure transportation for families attending CO.

· Develop and review orientation resources, such as written and language appropriate orientation aids for participants, as necessary. Ensure clients have access to in-language written CO materials and resources.

· Discover and cultivate community partners to assist in the cultural orientation of newly arrived immigrants, including arranging guest speakers (i.e. law enforcement, CPS, etc.).

· Ensure compliance with case files management and reporting requirements.

· Meet with clients, as appropriate to overcome barriers to self-sufficiency and other compliance issues pertaining to client obligations.

· Support client grievance when appropriate.

· Supervise direct service staff, including recruitment, onboarding, and oversight which includes onboarding, training and support of new hires, performance evaluations, and related HR tasks.

· Approve timesheets and overtime.

· Work with team members to utilize referral systems for participants to access outside services.

· Ensure that clients are provided the basic tools necessary to meet their established short-term goals and objectives.

· Assess and monitor client progress at regular intervals to ensure progress on goals is made; designated resources are maximized; modifying initial resettlement plans and other case file documents as required.

· Other duties as assigned.

Indirect Reporting: Other internal and/or external contacts: IRC Sacramento Site Director, Senior Wellness and Protection Manager

Internal: IRC Employees and program departments across Sacramento

External: IRC partners and other community agencies

Job Requirements:

· Bachelor’s degree from an accredited college or university preferred.

· 2-3 years of related professional experience.

· Prior volunteer or professional experience in community development or volunteer coordination strongly preferred.

· Experience working with refugee and/or immigrant populations strongly preferred.

· Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships.

· Demonstrated success working and communicating effectively in a multi-cultural environment.

· Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.

· Self-direction and initiative, when needed, to take the lead and to follow through to completion.

· Fluent in English, both spoken and written; ability to communicate in Ukrainian/Russian is desired.

· Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.

· Valid driver’s license and access to a personal, insured vehicle.

Working Environment: A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities. May require weekend and/or evening work.
