  1. Role and Responsibilities

The UDOC / Site Management Technical Officer is responsible for the supervision of the assigned team under which he/she will provide support and direction to within his/her capacity. As representative NRC, s/he is responsible for the smooth implementation and coordination with their line manager for the strategic implementation of the UDOC Project teams. S/he supports and validates the quality of the work done by the teams as regards the NRC mandate and commitments and international standards.

Generic Responsibilities

  • Ensure adherence to NRC policies, tools, handbooks and guidelines;
  • Prepare and develop status reports as required by management;
  • Ensure proper filing of documents;
  • Promote and share ideas for technical improvement;
  • Ensure capacity building of project assistants and transfer key skills;
  • Liaise and collaborate with relevant local authorities and other key stakeholders at the field level.

Specific Responsibilities

Information Management

  • Gathering of data during needs assessment, baseline studies, mapping tasks and periodic studies, and help feed back findings to manager and stakeholders.
  • Implement activities with field staff in coordination with the Supervisors and Technical Officer to provide UDOC support to vulnerable IDP communities.
  • Collect data from field activities including mapping and up to date data on I/NGO activities and provide the information to the supervisor to prepare regular reports on UDOC activities

Programme Planning and Implementation

  • Carry out assessment to identify context based appropriate UDOC activities for the community in consultation with the UDOC Technical Officer and UDOC Specialist.
  • Ensure that action is taken to mitigate priority UDOC related risks.
  • Take account of gender, protection, the environment, and other important cross cutting concerns while implementing the UDOC project. Carry out activities and report to the UDOC Supervisors and Technical Officer the needs of specific groups and individuals and ensure services are directed towards their needs e.g. Advocating WASH services, food, NFIs to with individuals and groups with Disabilities, requesting protection service support for women and unaccompanied and separated children (UASCs).
  • Advise on the adaption of the NRC tools in UDOC and capitalise on experiences by sharing the tools developed in the field with the UDOC Supervisor and UDOC Technical Officer.

Resource Management

  • Use programme resources effectively and with care.
  • Facilitate to mobilise local resources and maximize the use of them.
  • Be responsible for his/her own continuing training to develop his/her skills.
  • Participate in training on UDOC, theoretical, technical and methodological aspects and implement them with the team.

Monitoring

  • Monitor safe UDOC practices, including appropriate use and maintenance of WASH facilities and services.
  • Monitor appropriate community involvement in the design and delivery of essential UDOC services.
  • Collaborate in organising surveys with his/her supervisor and actively participate in conducting them, going through them and analysing them.

Reporting

  • Ensure proper record keeping of all activities.
  • Periodically collect data and regularly update individual monitoring files of the Programme's beneficiaries.
  • Identify any major discrepancy/ delay that may arise in project implementation and report immediately to the UDOC Supervisor.

Personal and Team Management

  • Communicate and collaborate in accordance with the communication contract.
  • Communicate with the delegation, zones and beneficiaries and keep them informed.
  • Participate in the management of the programme's activities, according to the strategies for reaching the objectives.
  • Develop common priority actions leading to solutions to the identified problems.
  • Identify the problems associated with the delivery of the programme and inform HR, logistics, beneficiaries.
  • Attend and take part in the community meetings necessary for passing on information for the smooth running of activities.

Networking / External Coordination

  • Maintain liaison with the community groups to ensure their cooperation and coordination for effective implementation of the programme in the areas.
  • Represent NRC on local exercises in his/her geographic area of responsibility.
  • Participate in identifying new partners for UDOC activities.
  • In general, make sure that a positive and professional image of NRC is conveyed. In particular, ensure that NRC’s mandate, thematic policies, ethics, values and views are followed in relation to third parties.

  • Proven experience from working as a Project Officer in a humanitarian/emergency context
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Good working knowledge of English.

  1. Desirable Qualifications:

Education and Experience

  • Minimum of five years of previous similar job experience. Previous working experience in humanitarian assistance programmes and experience on urban planning and / or Protection programming is an advantage;

Languages

  • Fluency in English including the ability to draft in that language. Working knowledge of regional languages is a must.
