**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Baghdad Job Family: Education Type of contract : Non Staff Level : Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 11-June 2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- UNESCO’s TVET Reform Project funded by European Union has been a key facilitator of TVET reform in Iraq over the last 5 years. The TVET reform project, by design, has focused primarily on upstream policy-orientated work that lays the foundations for the provision of TVET in Iraq. In December 2020, UNESCO and the European Union signed the Phase 2 of the TVET reform project “Jobs Creation Through Technical & Vocation education SYSTEM Strengthening & Labour Market Linkages”. Phase 2 to strengthen and consolidate the policy and systems developed in Phase 1 by embedding them in Federal and local Directorate policies and procedures; and through their application at provider level, focussing on vocational schools and universities to develop centres of excellence as a model and resource for other institutions for possible replication and scale-up nation-wide. Long Description ---------------- **TVET Reform Phase 1** A key facilitator of TVET reform in Iraq has been the European Union funded TVET Reform Project, implemented over the last 5 years. TVET 1 made significant progress in respect to: - Mapping new coordinated institutional arrangements for TVET - Developing a national Technical and Vocational Qualifications Framework - Developing and piloting guidelines for Quality Assurance and Accreditation of TVET - Undertaking 8 comprehensive labour market and skill analysis - Developing a framework for private sector participation in TVET - Developing competency-based curriculum for 3 sectors and 4 levels and piloting modules at Level 1 Improving the quality of careers guidance in TVET Long Description ---------------- **TVET Reform 2 Program.** UNESCO is implementing the second Phase of the TVET reform programe with funding by the EU. The Government of Iraq is promoting the idea of Centres of Vocational Excellence (COVES). The COVES will have three primary purposes: improving the quality of TVET provision, improving the outcomes for learners and employers, and improved TVET systems and infrastructure. **Goal and objectives of TVET 2** **The overall goal (impact) of TVET 2 is:** Inclusive access to skills development services and assets is increased, contributing to improved employability and socio-economic status. TVET 2 has three specific objectives, with expected results as follows. **Objective 1** To strengthen MoE national and Directorate systems and capacities for quality management, curriculum and labour market alignment for vocational education **Objective 2** To enhance the performance of selected vocational schools to create and operate Centres of Excellence **Objective 3** To develop higher education institutions’ systems and leadership for meeting local skills needs and international recognition of qualifications. Role of Expert -------------- **The role of this expert will be twofold** 1\. Working collaboratively with the MoE and DoE staff improve the operation and management of the 5 selected vocational schools in Dahook, Mosul, Baghdad, Karbala and Basra through the application of existing quality standards for TVET Institute : a. Train them to use the existing quality standards for vocational institutes b. Support them to carry out the audits c. Develop Quality improvement action plans based on the results of the audits d. Establish a monitoring and reporting framework for progress against the action plans Role of Expert 2 ---------------- 2\. To support the Vocational schools in implementing the competence based training approach using the CBT learning materials developed under TVET 1 in construction, hospitality and agriculture and new materials to be developed in IT a.Training selected VS staff in CBT methodology b. Introduce the exiting CBT materials and hold workshops on their implementation c. Monitor implementation of CBT curricula and methodology and hold follow up workshops d. Introduce CB Assessments e. Additional training and support as required Role of Expert 3 ---------------- Under the overall authority of the Chief of Education of the UNESCO Office for Iraq, the direct supervision of the Senior Project Officer, the IE shall: 1. Lead and support delivery of CBT and QAA workshops as specified below 2. Lead and support a QA&A baseline audit for each of the 5 Vocational schools and write up and submit summary reports Role of Expert 4 ----------------- Review and approve VS Action plans for QI and support QA Teams in 3 monthly reporting on progress. CBT introductory course for VS Trainers based on existing UNESCO CBT materials Progress reports Final Consultancy Report **The consultancy can be partially home based but will involve missions to Iraq subject to COVID restrictions. Part time engagement can be suggested by the IE for X days per month for 11 months (Quote % part time)** Inception Phase --------------- **Inception Period (June 2021).** Conduct desk review for the relevant documents/reports that UNESCO team will share with the consultant. The consultant to submit an inception report that describes the conceptual framework the consultant will use in undertaking the consultancy work. It sets out in some detail the implementation methodology, i.e. how each training will be deliver to the target groups. The report must also contain a work plan, which indicates the phases in the implementation with their key deliverables and milestones and Monitoring and Evaluation activities. Capacity Building ----------------- **Design, lead and support the National Master Trainers in the delivery and implementation of the CBT and QAA training workshops to the Vocational schools and staff from the 5 CoVEs (June 2021 Sept 2021) including:** 2 CBT Overview workshops for 20 participants each from the MoE and the DoE and the VS management (2 days) 5 CBT methodology workshops for 20 participants each from the VS Trainers (5 days) Capacity Building 2 ------------------- 5 Review workshops for 20 VS Trainers to evaluate their progress 2 QA&A skills workshops for 20 participants each from the MoE and the DoE and the VS management (5 days) 5 QA&A feedback workshops to VS on outcomes of audits and develop action plans (1 day) Other workshops as suggested by IE in proposal and after inception report. Capacity Building 3 ------------------- Other workshops as suggested by IE in proposal and after inception report. • Support the analysis of subsequent Quality Assessments and hold meeting as required. • Design and produce Quality management & leadership and management training materials • Evaluate all training at Fitzpatrick level 1 and 2 minimum and write up report to compile the lesson learned and achievement of objectives Key Stakeholders: UNESCO, 5 Vocational schools, DoE, MoE and the National Master Trainers Deliverables ------------ **Payment will be linked to acceptance of the following deliverables and satisfactory implementation of the agreed WorkPlan** **Inception report** to be submitted 30 June 2021 including: - - A summary of the analysis including initial findings, observations, insights and recommendations CBT and QAA - Select and review the curriculum and teaching and learning materials (TLMs) in construction specialism for CBT and QA training. Academic qualifications** - Minimum of Bachelors university degree in the field of education , or other related field. **2. Years of relevant work experience** - 10 years of experience in the field of QA for TVET institutions, experience of carrying out baseline audits. - Experience of working with TVET institutions on quality improvement and CBT pedagogy implementaiotn within the MENA region - Experience of designing and delivering workshops for officials and teachers on QA and CBT implementation - Previous TVET experience in Iraq an advantage - Has worked for UN agencies on TVET consulatancy projects previously **3.
