Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

To mitigate the impact of violence on women, their families, communities and society, survivors of violence need access to a range of critical services including health care, safe accommodation, legal aid, psycho-social support and income generating skills. With COVID-19 and the increase in VAWG, it is critical and urgent to ensure the availability of life saving services for women survivors of violence. Women Protection Centers are shelters for survivors of violence and their children that provide vital services including legal aid and healthcare, counselling and vocational training.

To ensure shelters are able to provide critical services, a multi-donor, multi-stakeholder Women Protection Center Trust Fund (WPC TF) will be established to promote sustainable, coordinated, strategic and efficient funding as well as to ensure quality service provision, in line with international standards. The WPC TF is a multi-lateral grant making mechanism supporting national efforts to prevent and end violence against women and girls in Afghanistan. This Trust Fund provides technical assistance and funding to advance the development of innovative models and strategic interventions in the area of ending violence against women and girls. This Fund will enhance the benefits received by survivors through standardisation of applications and services provided by WPCs.

Under the overall guidance of UN Women’s P4 EVAW Programme Manager and closely collaborating with the WPC TF Advisory Committee, the Trust Fund Coordinator will be responsible for overseeing the management, development, implementation, monitoring and reporting of WPC TF portfolio in Afghanistan.

Duties and Responsibilities

1. Manage the programmatic development for the Women Protection Center Trust Fund (WPC TF):

  • Provide overall programme advisory support to the WPC TF, including the launch of the Fund, the setup of its Advisory Committee and the launch and management of the calls for proposals;
  • Provide strategic and specialized technical advice on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting;
  • Review and evaluate proposals and oversee the preparation of donor proposals and reports;
  • Finalize and draft policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions for the WPC TF.

2. Manage the monitoring and reporting for the WPC TF:

  • Recommend and establish programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results;
  • Manage the monitoring of progress by civil society partners against mutually agreed results frameworks and performance indicators;
  • Gather information and prepare reports on progress of WPC TF programme implementation for WPC TF Advisory Committee and donors; prepare technical reports;
  • Provide technical support in the preparation of audits and follow up on the implementation of audit recommendations.

3. Provide technical support to the implementation of WPC TF:

  • Organize annual meetings of the WPC TF;
  • Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
  • Ensure programme quality control with partner civil society organizations and identification of potential challenges;
  • Ensure all WPC TF supported programme plans have a operations plan.
  • Build partnerships and support in developing resource mobilization strategies

4. Lead reporting and donor relations

  • Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing;
  • Determine programmatic areas of cooperation, based on strategic goals of the women’s Peace and Humanitarian Fund, country needs and donors’ priorities and develop the relevant partnerships.

5. Develop and maintain partnerships and provide technical support to resource mobilization

  • Build partnerships and support in developing resource mobilization strategies
  • Develop and implement partnerships with civil society partners and key stakeholders such as Governments, UN entities, women’s movements and donor community, as well as Spotlight stakeholders in country;
  • Ensure effective information flow, communication and coordination between offices, programmes and projects;
  • Provide knowledge management knowledge sharing between different partner civil society organizations and movement building;

6. Manage knowledge building and sharing efforts:

  • Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their global dissemination;
  • Develop, coordinate and provide training and capacity building plan for WPC TF partners;

7. Perform other job related duties as requested by supervisor from time to time.

Required Skills and Experience

Education:

  • Advanced University degree or equivalent in Political Science, International Development Studies, Gender/Women’s Studies or other relevant field.
  • A first-level university degree in combination with 7 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work experience:

  • At least 5 years of relevant experience in managing complex and multi-component interventions with various partners and multi-stakeholders.
  • Experience in working on addressing issues related to violence against women and girls;
  • Experience in the United Nations, a governmental, other multilateral or civil society organization in a developed or developing country is highly desirable.

Language requirement:

  • Fluency in English is required.
  • Knowledge of another UN language is an asset.
