Result of Service The objective is:

To support the gathering of the full set of requirements for the online submission portal and the development of the technical documentation and to assist the section with the evaluation of expressions of interest and the implementation of the technical development of the production system.

Duties and Responsibilities The Petitions and Urgent Actions Section acts as a single entry point for treaty-based complaint procedures under eight Treaty Bodies (Committees) which are governed by a number of differential rules and practices. Recent assessments stressed the limited capacity of the existing petitions database and detected significant delays and inconsistencies in processing cases as well as growing overall backlogs.

In the context of the on-going project for a digital transformation of UN human rights mechanisms, the consultant is to support the Section on operationalizing the Petitions Portal project for an online submission process of individual communications and Urgent Actions under the Committee on Enforced Disappearances. The consultant will also initiate a review and assessment of the existing Petitions database.

Qualifications/special skills Skills: Previous experience with the development of case management system and human rights mechanisms. Academic Qualifications: Advanced degree in Computer or Information Systems, or other related field is required. A first level university degree with a combination of relevant academic qualifications and extensive experience in information technology may be accepted in lieu of advanced university degree. Experience: At least ten years of progressively responsible experience in ICT services delivery and ICT technology, including detailed working knowledge and experience in the development and management of information and communications technology projects and programmes, managing and delivering highly complex systems and data management projects is required. Language: Fluency in English is required.
