UNMISS was established in 2011 under the auspices of the UN Department of Peacekeeping Operations (DPKO); subsequently, UNMISS mandate has been renewed through resolutions 2057 (2012), 2109 (2013), 2155 (2014), 2187 (2014), 2223 (2015), 2241 (Dec. 2015), 2304 (2016) and 2327 (2016), 2392 (Dec. 2017), 2406 (Mar. 2018), 2459 (Mar. 2019), 2514 (Mar. 2020), 2567 (Mar. 2021).

Under the direct supervision of the Fleet Maintenance Manager and the guidance of the Deputy Chief of Transport, UNV Transport Safety/ Quality Assurance Officer will be responsible for ensuring compliance of Transport workplace safety related activities, he/she will identify safety requirements established by the organization policies and directives, ensure enforcement and recommend best practices. He/she will undertake the following tasks:

• Ensure day to day compliance with workplace/workshop safety as per organization policies. • Ensure clear communication to all aspects of safety to the transport workshops/workplaces and that all operational activities are performed in a safe manner • Ensure all workshops/workplaces have the necessary safety equipment/gears fixed and functional, maintain and update transport PPEs inventory • Organizing material and completing writing assignments according to set standards regarding procedures, clarity, conciseness, style and terminology. • Conduct safety routine inspections to all transport workshop facilities, to ensure that all QA records and logs are properly maintained and monitor procedural compliance. • Act as transport primary point of contact for Environment, Occupational Health & Safety by ensuring maximum compliance at all times • Ensure all workplace personnel undergo work safety mandatory training and maintaining records and files for the same • Ensure easy availability of guidance materials for all workshop equipment/tools to help avoiding or eliminate hazards associated with their safe use. • Editing and standardizing, safety material prepared by manufacturers whenever changes are recommended by the manufacturers • Conferring with transport clients, and Transport Unit heads or manufacturer to establish technical specifications and to determine subject material to be developed for improvements • Reviewing safety published materials and recommending revisions or changes in scope and format, content • Selecting & posting safety related photographs, drawings, sketches, diagrams, and charts to illustrate workshops safety awareness • Observing workshop activities, Force Vehicle Inventory Unit (FVIU) processes, Heavy Transport Unit and Dispatch activities to determine safe and health operating procedure and details. • Arranging for typing, duplication and distribution of safety material. • Reviewing manufacturers and trade catalogs, drawings and other data relative to operation, maintenance, and service of equipment/vehicles and writing appropriate work instructions and Special Operating Procedures (SOPs); • Determining the needs of end users of technical documentation. • Working with technical staff to make products easier to use; • Using photographs, drawings, diagrams, animation, and charts that increase users’ understanding and safety awareness • Selecting the appropriate medium for message or audience, such as manuals or online videos; • Revising documents as new issues arise; • Creating operating instructions, how-to use manuals, assembly instructions, and “frequently asked questions” pages to help technical support staff, customers, and other users within the organization.

Furthermore, UN Volunteers are required to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Solid computer skills, including full proficiency in PowerPoint and various MS Office applications (Excel, Word, etc) and other IT applications and office technology equipment.

Have affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System.

Sound security awareness.

Experience with creating detailed instructions for others to follow with the result they are detailed and precise at every step so that the instructions can be useful.

Experience with thinking about a procedure or product in the way that a person without technical experience would think about it.

Experience with understanding and then explaining highly technical information.

Excellent writing skills to be able to explain technical information clearly.

Living conditions vary between UNMISS duty stations. Each duty station where UNMISS has a field presence has basic residential camp facilities, which includes running water and electricity. Candidates should be aware that accommodation may be austere with the possibility of water shortages and power blackouts. On arrival in Juba accommodation will be on a share basis. Ablutions will also be shared. As the accommodation situation improves single unit accommodation, with an attached ablution, should become available in all locations. Hard wall accommodation is available in Juba.

All UNMISS duty stations apart from Entebbe, Uganda are considered non - family duty stations. The security level of UNMISS duty stations is classified by the UN Department of Safety and Security (UNDSS) who will brief on arrival. A number of locations in South Sudan are prone to conflict.

Primary health care services (preventive and curative) are provided in 11 United Nations Owned Equipment (UNOE) Level-I clinics, 21 Contingent Owned Equipment (COE) Level-I clinics, 4 COE Level-II medical facilities within the mission area and the establishment of contractual agreements for Level-III and Level-IIII care outside the mission area. The 4 Level-II facilities available in Juba, Bor, Malakal and Wau, run by the Troop Contributing Countries (TCC), take referrals from the Level-I clinics and provide hospital-based care.

The climate is tropical with a rainy season in many areas, which should normally span from around April to October. Ability to live and work in difficult and harsh conditions is essential.
