Result of Service TRANSFORM aims to improve the capacities of practitioners in terms of administration, coherence, and coordination of social protection programmes. Below are some key outcomes to gain from this training and consultancy: - Awareness raised on the importance of building social protection floors by integrating key systems blocks: legal framework, administration, governance, coordination, selection and identification, M&E, MIS, and financing. - Social protection practitioners and teams develop leadership skills and change management tools to transform social protection systems. - Relationships and mutual understanding are developed between social protection practitioners.

Duties and Responsibilities Under the supervision of ESCWA and, as relevant, in collaboration with UN sister agencies and the TRANSFORM regional coordinators, the consultant will facilitate, deliver, and report on the application of the TRANSFORM 5-day training package in Mauritania, jointly with one or two other trainers. Specifically, the consultant will: 1. Prepare in detail the application of the 5-day TRANSFORM module. 2. Travel to Nouakchott and conduct two consecutive 5-day TRANSFORM modules. 3. Prepare and submit a report on the outcomes of the trainings according to the established report template and submit for clearance to ESCWA.

Qualifications/special skills Licenses & Certificates: Having successfully participated in the TRANSFORM training of trainers is highly desirable. Academic Qualifications: A Bachelor's degree in Social Policy or a related field is required. A Master's degree is desirable. Experience: A minimum of three years of experience in delivering the TRANSFORM training package is required. Additional relevant experience relating to social protection or of delivering training is desirable. Language: The main language of the training will be French, but Arabic will also be used. Fluency in at least one of these languages is required. Knowledge of English is desirable

Additional Information Consequent to a request for technical assistance submitted by the Mauritanian Ministry of Social Action, Childhood and Family, ESCWA has committed to deliver two consecutive TRANSFORM training sessions in Nouakchott during the second half of September 2022. The training sessions will be given in French while also as far as possible making use of the Arabic-language training material.

The prime objective of TRANSFORM is to build critical thinking and capacities of policy makers and practitioners at national and decentralized levels to improve the design, effectiveness, and efficiency of social protection systems. TRANSFORM aims not only at imparting state-of-the-art knowledge, but also to encourage learners to take leadership on the change and transformation of nationally defined social protection systems. TRANSFORM is organized in a modular structure reflecting the key building blocks of a holistic and interdependent social protection system.

ESCWA is recruiting three consultants to prepare and deliver the trainings and to report on the results. Each consultant should ideally be a certified TRANSFORM master trainer (having participated in the TRANSFORM training of trainers and delivered training) but other applicants could also be considered.

The first of the to trainings will take place on 19-23 September and the second on 26-30 September. Three days of preparation and four days for reporting will in addition be allowed for. The contract will thus run from 14 September to 6 October (17 working days).

However, ESCWA may also entertain applications from consultants who are available for merely one of the two training sessions and/or who are not available to undertake preparation and/or reporting.
