What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, coherent and rapid humanitarian response to the needs of persons affected by armed conflict and other situations of internal violence. Cooperation is one of the four pillars of ICRC action, the others being protection, assistance and prevention. The Division for Cooperation and Coordination within the Movement is responsible for developing and implementing ICRC policy and action in the field of cooperation and coordination within the International Red Cross and Red Crescent Movement. The Division serves as a centre of expertise for ICRC's collaborate with National Societies and the International Federation of Red Cross and Red Crescent Societies. The Division provides strategic and technical support to divisional and regional operations management teams at HQ and, in coordination with regional and thematic advisors to individual Cooperation Coordinators at field level.

Purpose of the position

The post holders will be assigned to work mostly on one broad priority area of the Movement Division’s work: Support to ICRC’s operational activities by enhancing coordination with other components of the International Red Cross and Red Crescent Movement (the Movement). Associates are assigned developmental, operational and analytical, process and administrative oriented tasks in direct support of the Head of Movement Cooperation Sectors/Advisors with global remits and the management of the Operations Unit and wider Movement Division.

Reports to (role)

Individual Associates will report to Thematic Advisors/Head of Sector within the Division for Cooperation and Coordination within the Movement. Each of the two Associates will be assigned to work alongside and support a specific set of ICRC colleagues.

Accountabilities & Functional responsibilities

Common responsibilities of two Associates

  • Participate/contribute fully as a member of the Movement Division and its Units, the Movement Operations Unit, including in weekly meetings and other Division events;
  • Contribute to the organization of meetings with National Societies and partners, including the provision of technical support for virtual meetings and trainings;
  • Provide policy and administrative support, participate in, and contribute to various ad hoc working groups (incl. drafting of background documentation, Minutes of meeting, PPT presentation, mappings, etc.);
  • Contribute to research/analysis, including by contributing to internal discussions and drafting of synthesis documents;
  • Participate in the updating of other reference documents, the Cooperation wiki (toolbox) and web-platform-based materials;
  • Management of narrative, statistical and financial information;
  • In addition to these common responsibilities, the selected Associates will be asked to contribute specifically to one of these areas of activity, depending in the Unit to which they will be assigned.

Accountabilities & Functional responsibilities

Operations, Coordination and the promotion of inclusive response

  • Support to and monitoring of field operations especially during emergencies;
  • Contribute to Movement coordination in general, especially the implementation of the Strengthening Movement Cooperation and Coordination (SMCC) initiative (and Plan of Action 2.0, specifically), notably supervise and support the work of the SMCC National Societies Reference Group and its technical Movement Implementation Teams;
  • Support to the implementation of steps defined in the internal ICRC ‘Accelerating the Inclusive Movement Response Approach (IRA), Plan of Action 2022 – 2024’;
  • Participation in ICRC-led Movement conference calls, drafting Movement narrative and other communication materials (newsletter, etc…);
  • Contribute to the development and maintenance of online products like the SMCC toolkit or the data gathering platform for operations;
  • Monitor and analyse relevant trends and major events regarding interaction between Movement components as well as between Movement components and external actors;
  • Assist in the production of the consolidated reports and documents linked to resolutions of past and future statutory meetings of the Movement;
  • Ensure regular exchange of information with International Federation counterparts and other ICRC departments and units at HQ (notably Resource Mobilisation, Communication, Security, Surge, IT, Logistics,….) and field level, as required.

Certifications / Education required

  • A Bachelor’s degree or equivalent in a relevant field (e.g., international relations, humanitarian or development studies MBA/Organizational Development, Political Science, Law, Sociology, Public Administration, Communications);
  • Fluent spoken and written English. Additional languages used in ICRC communications (French, Spanish, Arabic or Russian) are an asset.

Professional Experience required

Have previous related professional (volunteer or paid) experience in a non-academic setting, preferably internationally, outside their country of birth. They should have a maximum of one year's professional experience after graduation (relating to the post) or two years if they have been in previous traineeships.

Desired profile and skills

  • Proven analytical skills and experience in drafting policy and other briefing notes;
  • Strong written and verbal communication skills;
  • Good understanding of the mission and mandate of the ICRC, National Societies and the International Federation of Red Cross and Red Crescent Societies, with prior volunteer or working experience a definite asset;
  • Basic understanding of International Humanitarian Law is an asset;
  • Strong digital literacy, familiarity with updating websites and intranet sites, Windows 10, Share Point, Jive Communities, other business software (e.g. Excel);
  • Planning ability; excellent organizational skills;
  • Ability to take initiatives and work autonomously when required;
  • Able and interested to work as part of a team in a multicultural, dynamic and fast-paced working environment;
  • A proven interest in humanitarian action and the work of the ICRC and broader Red Cross and Red Crescent Movement;
  • Ability to work well handling multiple, challenging priorities, diverse working styles and meetings;
  • Ability to optimally summarise multiple inputs and contributions to the analysis of a variety of topics (depending on the Unit of assignment).
