What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Context

The operational environment of the ICRC is constantly evolving, challenging ICRC’s ability to maintain close proximity with populations affected by armed conflict and other situations of violence. Effective security and crisis management is therefore an imperative for the ICRC, in order to fulfil its humanitarian mandate. This entails identifying and proactively mitigating against risks that threaten our global workforce, assets and reputation, as well as responding rapidly and expertly when critical incidents occur or when an operational emergency strikes which exceeds the ICRC’s pre-existing capacity to respond in the field. The Security & Crisis Management Support Unit (SCMS) has a watchdog function and bears chief responsibility for security policy and providing operational support through mentorship, training and field missions, as well as facilitating and instigating emergency procedures, such as the mobilisation of staff and resources to meet the required needs in field delegations.

SCMS sits within the Operations Department and is led by a Head and Deputy Head, composed of a team of over 20 colleagues, six of which are based in the field providing technical mentorship directly to delegations, particularly those in volatile contexts.

Purpose of the position

The Security & Crisis Management Research & Development Associate will contribute primarily to two aspects of the team’s work: First, with data analytics and research; and second to the transition to a new security platform.

The data analytics and research activities include working in a team on the compilation, preparation, validation and visualisation in dashboard (Tableau) form of ICRC’s weekly, quarterly and annual security & safety incident and minimum security requirements data. Through a consultative process the Associate will prepare and ensure verification of dashboard contents and design, liaising with counterparts in Headquarters, Belgrade, in the Information Technology Dept., in the Business Intelligence Teams and with external security data organisations as necessary. The Associate also provides ad hoc research and reports of incident data as required by SCMS colleagues, and gives to future strategic development of the SCMS’s security data platform.

Secondly, the Associate will support the human and technical change management processes involved in the transition to a new security platform. This includes giving to the planning, coordination and accompaniment of changes at various levels as colleagues around the world appropriate the tool. Of particular importance will be to accompany the data migration process, as part of a technical team. It also includes the creation and review of communication and help material related to the platform, such as one-pagers, user manuals, informative videos and infographics etc.

General Duties

Accountabilities & Functional responsibilities

The compilation, preparation, validation and visualisation in dashboard format of ICRC’s quarterly security & safety incident data and the implementation rate of the institutional Minimum Security Requirements is composed of the following activities for which the Associate be a motivator:

  • Coordinate the extraction of data from the relevant internal data sources and review it for quality and transparency;
  • Help prepare master data for validation, which involves (for the annual report the splitting of data into individual datasets for each Regions’ Delegations, and) working with SCMS regional and Delegation colleagues to review and ensure that the latest data is accurate and complete and can be verified by the Delegation;
  • Connect verified data into Tableau and ensure that the updated dashboards are functioning accurately as crafted and can provide user-centric and relevant decision-making support information;
  • Generate narrative analyses of the data, including assessments of trends, ‘highlights’, areas of concern and significant development;
  • Share the various levels of analysis and assessment with SCMS colleagues and others in the Regions and at Op_Dir to help clarify and interpret the data and identify action points;
  • Ensure that the dashboard is user-friendly and illustrates all relevant information in a coherent and interactive manner;
  • Contribute to and support the transition to the new security management information platform by supporting the people-centered and technical change management processes involved in the transition;

Accountabilities & Functional responsibilities

  • Support the change management planning, coordination and accompaniment of new tools' adoption at various levels and across the global organization as colleagues around the world appropriate the tool;
  • Help accompany the data migration process, as part of a technical team, ensuring that the data quality and coherence is guaranteed in the migration process;
  • Contribute to the data model design and development of a new incident data management system/project;
  • Liaise closely with SCMS counterparts, and with other relevant departments to ensure the successful use of the new system;
  • Explore opportunities to research and develop the wider value of the dataset with regards to the work of other security organisations, including participating in exchanges and interactions that the ICRC has with these organisations, all the while respecting the high degree of confidentiality associated with this information.

Relationships

The Associate will work closely with the Security and Crisis Management Advisers within the SCMS Unit. The Associate will work with an advisory group from both field and HQ that will provide input and participate in the transition to the new platform.

Desired profile and skills

  • A recent graduate with a Bachelor's degree in the social sciences (Master's degree an asset);
  • Some relevant work experience (including internships, volunteer work) but no more than 2 years of work experience in total (applicants with more than this will automatically be excluded from consideration);
  • Proven curiosity about the field of security, risk management, or crisis management and response;
  • Experience in statistical analysis and sophisticated user of Microsoft Excel and Business Intelligence tools (e.g. Tableau)
  • Knowledge of SharePoint is an asset;
  • Working proficiency in English. Command of French, Arabic, Russian or Spanish is an asset;
  • Strong quantitative and analytical skills;
  • Ability to support decision making and business processes with creativity and rigor;
  • Flexible, adaptable and quick to master new tools and concepts;
  • Capable of working independently and taking initiative;
  • Previous experience in producing communication material an asset;
  • Experience in publication / video editing software an asset.
