NORCAP is a part of the Norwegian Refugee Council. We were founded in 1991 and since then we have provided expertise to approximately 10,000 missions.

CashCap is one of NORCAP’s flagship programmes, established in 2015 to drive forward the cash agenda and support humanitarian and development partners’ efforts to increase the scale of cash assistance and realise its transformative potential for people in need. Since then, CashCap has been widely recognised as being instrumental to the significant global growth of cash and voucher assistance (CVA). In response to changing needs and developments, our services now include technical assistance, on-the-job capacity building, and supporting more collaborative ways of delivering cash at scale.

Are you experienced in the cash and market space, with a clear understanding of how to develop and grow partnerships and diversify the funding base, and would like to put your skills and experience to help realize NORCAP’s ambitious new strategy for cash and markets?

What You Will Do:

You will be responsible for developing and delivering results within cash and markets area, in accordance with NORCAP’s strategic plan for cash and markets.

You will work within the team structure in the department, reporting to Head of Unit- Cash and Markets.

Specific Duties and Responsibilities:

• Responsible for thematic management of CashCap programme working in collaboration with Project Manager and Deployment Adviser
• Responsible for developing CashCap regional approach, working closely with Head of Unit, other CashCap Regional Experts and CashCap CRT
• Responsible for development of new partnerships in alignment with the new thematic strategy
• Responsible for fundraising to deliver on the thematic programme strategy including donor engagement and development of donor proposals
• With support from Deployment Adviser and CRT, strengthen existing and develop new communities of practice
• Working with Head of Unit, analyse sectoral developments to inform future opportunities for programming
• Responsible for input to NORCAP and NRC advocacy messages and information material
• Along with CashCap Response Team, point of contact for NORCAP experts on mission within thematic portfolio (technical line), including acceptance of End of Mission reports, debriefs.
• Working with the Head of Unit, responsible to ensure project has available experts and initiate recruitments when needed in close collaboration with Deployment Adviser and Recruiter.

What you will bring

• Minimum of 7 years of relevant experience within the humanitarian, development, or peacebuilding sectors.
• Master’s degree or equivalent (including proven work experience and skills). Documented results within developing and leading programs in the relevant thematic areas
• Experience from strategy work, fundraising, project management and advocacy.
• Demonstrated professional experience in maintaining and developing partner and donor relations
• Demonstrated professional knowledge of the humanitarian/development/peacebuilding sectors at both policy and operational level
• Demonstrated experience with initiating, planning, and executing projects in the relevant sector
• Experience with personnel administration, preferably from international work
• Thematic specific competence within the field of Cash and Voucher Assistance and programme experience at field level is essential.
• Experience from relevant international/regional organisations or missions from the humanitarian, development or peacebuilding architecture would be a strong advantage.
• Experience from working at strategic level and from leading teams and processes.
• Experience with start-up of new projects and project proposals to donors.
• Proven experience in financial and narrative reporting to donors.
• Experience of working in complex and volatile contexts desirable
• Experience of working with people in complex environments
• Good interpersonal and communication skills
• Documented results related to the position’s responsibilities.
• Fluency and proficient writing skills in English.
