Result of Service As a final result of the research, quantitative and qualitative comparative analyzes of the Food Acquisition Program will be presented and the programs combine social protection for artisanal researchers and fisheries management, highlighting the best practices in selected countries and the challenges of these programs. The research results can be used as subsidies to improve the design of social protection policies and their role in combating poverty, ensuring the expansion of coverage and adequacy of social protection systems

Duties and Responsibilities Ending poverty in all its forms, everywhere, is the objective nº 1 of the 2030 agenda, which encompasses the 17 Sustainable Development Goals (SDGs). Among the targets related to this objective is the implementation, at a national level, of adequate social protection measures and systems for all, including minimal levels of assistance, and by 2030 the attainment of substantial coverage for the poor and vulnerable (target 1.3). The expansion of social protection coverage is seen as a key measure to ensure that everyone, and particularly the poorest and most vulnerable, can face both idiosyncratic shocks and covariant shocks that compromise the well-being of individuals and families with negative effects both in the short term (eg increase in poverty, hunger and malnutrition), as well as in the long run, such as the reduction of countries' growth potential due to reduced investment in human capital by families and individuals affected by shocks. The consultancy will have the following objectives: (i) study on the Brazilian experience with public purchases of food from family farmers and their interconnection with social protection programs; (ii) studies on international experiences regarding social protection programs with a focus on artisanal fishermen: affected by closed seasons, their socioeconomic impacts and on the management of fish stocks; and (iii) Presentation of results to policymakers and civil society.

Qualifications/special skills -An advanced university degree (master’s degree or equivalent) in social sciences or economics or public/social policy. - minimum of 03 years of research experience in public policies in the areas of social protection, food security, health, public procurement for family farmers and/or related topics. -Examples of works carried out, published or not, related to the subject of the consultancy.

Languages-- Fluency in Portuguese and English.

Additional Information Outputs/ Works Assignment: The consultancy will carry out studies on the Food Acquisition Program and social protection programs for artisanal fishermen, in 6 reports (products). The consultant should deliver the completed plans in the following order and dates: -Product 1. Technical document containing the review of the literature and methodology of the study on the Food Acquisition Program. To be submitted 30 days after start date; -Product 2 - Report with analysis and description of the PAA, main changes in the program over time, summary of the results of qualitative and quantitative research on the program. To be submitted 60 days after start; -Product 3 - Report with recommendations on how to improve the design of the PAA and on the potential for adapting the program to other countries. To be submitted 90 days after start; -Product 4. Technical document containing the Literature review on protection programs for artisanal fishermen and report methodology with choice of case studies. To be submitted 120 days after start; -Product 5. Case studies (at least 4) of social protection programs for artisanal fishermen. To be submitted 150 days after start; -Product 6. Technical document containing a study on the feasibility of extending social protection to artisanal fishermen in a selected country where the possibility of adopting and adapting programs identified in the case studies will be evaluated. To be submitted 180 days after start

The reports should be drafted in Portuguese in an editable format agreed with the supervisor.
