Duties and Responsibilities The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. As one of the implementing agencies of the Global Environment Facility (GEF), the Climate Change Mitigation Unit - UN Environment implemented the project "Strengthening Low Carbon Energy Island Strategies in Maldives".

The objective of this project is to strengthen the building sector in Maldives to address energy efficiency issues and promote expansion of investment in energy efficiency technologies/design in the housing, public and tourism building sub-sectors.

The project requires a consultant to undertake a Terminal Review of the mentioned project and will report to the Programme Officer, Climate Change Mitigation Bangkok Office, UNEP. The consultancy will be home-based.

(S)He will be responsible for overall management of the Terminal Review, in close consultation with the Task Manager, and timely delivery of its outputs as described in the overall Terms of Reference of the review. (S)He will lead the Terminal Review design, data collection and analysis, and report-writing.

More specifically:

Undertake the inception phase of the review, including:

1. Conduct project desk review and collate information from the project teams 2. Draft the reconstructed Theory of Change of the project 3. Prepare the Terminal Review framework 4. Develop the desk review and interview protocols 5. Draft the survey protocols 5. Plan the Terminal Review schedule 6. Prepare the inception report for review to be approved by the Climate Change Mitigation Unit

Coordination of the data collection and analysis phase of the Terminal Review, including:

1. Conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and stakeholders of the project 2. Information collection, surveys, data analysis 3. Regularly report back to the Climate Change Mitigation Unit on progress.

Coordination of the reporting phase, including:

1. Prepare presentation on preliminary findings 2. Draft Main Terminal report ensuring it is consistent with guidelines provide both in substance and style 3. Liaise with the UNEP Climate Change Mitigation Unit on comments received and ensure that comments are taken into account during finalization of the Main report and approved 4. Prepare a Response to Comments annex for the main report, listing those comments not accepted and indicating the reason for their rejection.

Managing internal and external relations of the review team, including:

1. maintain a positive relationship with stakeholders, ensuring that the project review process is as participatory as possible but at the same time maintains its independence. 2. communicate in a timely manner with the UN Environment Climate Change Mitigation Office on any issues requiring its attention and intervention.

The review consultant will be selected and recruited by the UNEP Climate Change Mitigation Office through an individual Special Service Agreement (SSA) consultancy contract.

Qualifications/special skills Academic Qualifications: A university degree in environmental sciences, engineering, energy, international development or other relevant science areas is required and an advanced degree in the same areas is desirable; Experience: Minimum of 15 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach; and a good/broad understanding of energy efficiency, financing of energy efficiency measures in appliances & buildings and EE policy design is desired. Language: English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement.
