Objectives of the Programme:

  • Raise and maintain immunization coverage >90% among infants but also extend immunization to cover all susceptible populations against vaccine-preventable diseases nationality and 80% and above in all districts;
  • Strengthen laboratory-supported case-based surveillance of vaccine-preventable disease so that outbreaks of measles, rubella, and diphtheria can be prevented;
  • Maintain the polio-free status of the country and implement polio end-game strategies;
  • Eliminate measles and control rubella/CRS;
  • Introduce new vaccines of relevance to the country

Summary of assigned duties:

Under the overall guidance and supervision of the WHO Representative to Indonesia (WR) and the direct supervision of the Medical Officer EPI, the consultant will support sub national (provinces and Districts) in planning, preparation, coordination, training, logistics, monitoring of the routine immunization, Mass campaigns, VPD Surveillance, new vaccine introduction and EWARS in selected provinces and districts; this will include

  • Technical assistance to PHO (Provincial Health Office) in the province and DHO (District Health Office) in the districts to get their commitment and support in strengthening routine immunization and VPD (Vaccine Preventable Disease) surveillance programs
  • Provide TA to review/ prioritize the districts/ Health centers for targeted TA to improve EPI coverage and VPD surveillance performance
  • Assist PHO/DHO to develop plans for catching up with missed children, reducing zero-dose children, and restoring immunization services with a focus on priority districts and subdistricts
  • Technical assistance for developing microplanning from villages to sub-districts and districts for routine immunization with a special focus on health-center level microplanning, and identification of high-risk areas.
  • Coordinate and facilitate capacity building of health workers (i.e training and orientation) of health staff
  • Support vaccine-preventable disease surveillance with a special focus on AFP surveillance, suspected Measles and rubella surveillance, and diphtheria surveillance
  • Provide support to implement national guidance on logistics planning, injection safety, cold chain, waste management, and monitoring of adverse events following immunization (AEFI)
  • Technical assistance to facilitate intersectoral coordination at the provincial and district level, including collaboration between Education offices, religious affairs offices, NGOs, INGOs, religious and community-based organizations, and other partners to ensure the establishment of and smooth operation of district and sub-district level coordination committees
  • Support developing, coordinating, and implementing a monitoring plan with PHO and DHO
  • Conduct desk review and field monitoring to improve immunization coverage and quality service delivery and regular feedback to the national, PHO, DHO, and the WHO team.
  • Provide technical support for the introduction of new and underused vaccines, such as PCV, Rota vaccine, HPV vaccine, and JE vaccine in the provinces
  • Coordinate with relevant partners and stakeholders to strengthen risk communication strategy, including training, monitoring, and supportive supervision
  • Strengthening data analysis to track low-performance immunization areas, including follow-up of dashboard monitoring, and provide regular feedback
  • Assist district surveillance staff in investigating, reporting, collecting, and transporting specimens of VPD surveillance/Outbreaks
  • Follow up to ensure the completeness and timeliness of routine reporting of EPI coverages, and VPD surveillance data, including zero reporting of AFP surveillance.
  • Coordinate with other agencies, UN, INGO, and NGO for EPI and VPD program implementation
  • Providing regular monthly feedback to the PHO, DHO, and the WHO team
  • Submit a regular Travel plan, submission of claims, and supporting documents
  • Any other activities assigned by WHO Representatives, and
  • A final report at the end of the assignment.

EDUCATIONAL QUALIFICATIONS, EXPERIENCE, ETC.

Education Qualifications:

Essential: Master’s degree in a health-related subject from a recognized institution

Desirable: PHD in relevant field

Experience:

Essential: At least two years’ experience in public health program implementation preferably in Immunization, Communicable Diseases, VPD surveillance and EWARS

Desirable: At least four years’ experience in public health program implementation, preferably in Immunization, Communicable Diseases, VPD surveillance and EWARS; ability to deliver public health training, using techniques of mentoring and on-the-job training; management/supervision of public health program at the province and district level

Remuneration:

In accordance with WHO Salary Scale for SSA in Indonesia (Level A: 25,708,600 – 41,419,266 IDR).

Selected candidates will be stationed in available provinces in Indonesia.
