OBJECTIVES OF THE PROGRAMME

The Department of Global HIV, Hepatitis and Sexually Transmitted Infections Programmes (HHS) hosts the WHO's Global HIV Programme, the Global Hepatitis Programme (GHP) as well as the Global Sexually Transmitted Infections (STI) Programme. The programmes are guided by the Global Health Sector Strategies on HIV, Viral Hepatitis and Sexually Transmitted Infections (GHSS)2022-2030 that were approved by the World Health Assembly in May 2022.

The programmes have the following strategic directions: 1) Deliver high-quality, evidence-based, people-centred services; 2) Optimize systems, sectors and partnerships for impact; 3) Generate and use data to drive decisions for action; 4) Engage empowered communities and civil society; and 5) Foster innovations for impact.

The2022-2030 GHHS's are linked to achieving the goals of the 2016-2030 Agenda for Sustainable Development (or the Sustainable Development Goals), in particular the goals of ending AIDS, tuberculosis and malaria; and achieving universal health coverage and healthy lives and well-being for all at all ages by 2030. The objective of the department is to lead an effective, organization wide HIV, Hepatitis and STIs effort to support Member State in the implementation of the Strategies. The Department provides technical and strategic leadership in key technical areas and leverages the capacity of other HQ Departments to contribute to the broader global programmes. The Department works closely with Regional Offices to maximize WHO's impact in countries.

DESCRIPTION OF DUTIES

The technical officer for PrEP and PEP will support the development of WHO normative and implementation guidance and will provide technical assistance to country scale up of PrEP and HIV treatment and prevention services more broadly for adolescents. Under the broad guidance and supervision of the unit head for the Testing, Prevention and Populations (TPP), the incumbent will:

1. Provide support the development of relevant WHO technical guidance and provide technical support to her/his counterparts in the regions and countries extended to member states.

2. Provide technical expertise to the coordination and development of norms and standard of PrEP and PEP.Support the coordination of research and implementation science networks and keep abreast of the latest evidence and review relevant research protocols.

3. Provide technical expertise to the capacity building efforts of regional and country staff through webinars, in-country support etc.

4. Support partnerships at global (Global PrEP coalition), regional and country level on PrEP and PEP, and contribute to donor proposals, negotiations and reporting.

5. Ensure that the webpage related to PrEP and PEP, as well as the GPC activity is kept up to date for dissemination of the latest publications, best practices and other relevant publications and communication materials.

6. Serve as Focal Point on PrEP and PEP and the link to vulnerable populations related to legal and social barriers to support services through community-based services and training of health care workers.

7. Provide technical support to WHO member states to support implementation and use of implementation science on PrEP and PEP and related and where possible integrated prevention services. This support consists of remote support as well as in-country visits and support with country program planning (national strategic plans and programme reviews), resource mobilisation (global fund concept notes, and PEPFAR country operational plans) and other technical support requests as needed.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Nursing, Medicine, Public Health, or relevant Social Science.

Desirable: Master’s degree in public health, epidemiology or other relevant qualification. Public health and/or Specific training in adolescent health.

Experience

Essential: 1. At least 5 years' public health experience in a national and/or international context. 2. At least three years' experience in developing norms and standards related to PrEP and documented knowledge of HIV and STIs prevention in resource limited settings through peer review journal publications.

Desirable: 1. Experience with resource mobilization and project management. 2. Experience in coordinated technical networks. 3. Experience in providing technical assistance to HIV national programmes in limited resource countries.

Skills

1. Research Skills in providing technical assistance to national HIV programmes and capacity building. 2. Proven ability to adapt, develop or produce normative and operational documents and to support their roll-out in low resource settings including use of implementation science methods. 3. Excellent analytical and organizational skills. Ability to communicate and write in a clear and concise manner. Tactful, and sensitive to issues and needs of external partners.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4106 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
