OBJECTIVES OF THE PROGRAMME

The Strategic Planning and Performance Monitoring Unit is one of three units in the Department of Planning, Resource Coordination and Performance Monitoring (PRP). PRP's mandate is to enable the implementation of an efficient and effective results-based management framework in support of WHO's global health mandate through the development of Organization-wide policies, systems, tools and services. The Unit focuses on the coordination of the overall corporate processes for strategic planning,operational planning, monitoring and performance assessment. This includes the development of internal policies and the provision of guidance, SOPs, corporate tools, platforms to ensure that there is a common and coherent approach across the three levels of the Organization. The Department does this through its facilitation and support role to the programme management network in major offices and the technical networks and delivery teams across the three levels of the Organization.

DESCRIPTION OF DUTIES

Under the guidance and supervision of the Unit Head, PRP/SPM the incumbent will:

-Conduct data analysis of prioritization and other critical planning information,including human resources capacity, costs, financial resources and risks.

-Develop systems or platforms for coordination, monitoring, data management and reporting that promotes the alignment across the three levels of the Organization on corporate processes.

-Be responsible for preparing the necessary system requirements for operational planning, including upload and maintenance of the results hierarchy in the systems and provide advice on issues and solutions.

-Provide support the corporate monitoring and reporting processes, including development tools, performing data analytical work and support regions and countries for greater alignment maintain existing web-based tools, e.g. VfM, dashboards, and other tools critical to the corporate planning and monitoring processes.

-Perform other duties to support other department and units as agreed to purse the objectives of monitoring and performance assessment.

REQUIRED QUALIFICATIONS

Education

Essential: At least a first level university degree in an area relevant to information management, data analytics or a similar sub-areas in technology, science, public health fields.

Desirable: A master's degree in management or related field would be desirable.

Experience

Essential: At least 5 years of progressive experience in the public health international agency dealing with planning, assessments, information management, data analytics or similar areas.

Desirable: Experience in the area of results-based management, especially in planning, monitoring and evaluation within an international organization and/or headquarters cluster and regional office.

Skills

-Excellent analytical and coordination skills.

-Excellent communication skills, both verbally and in writing.

-Ability to function effectively in a team setting in a multi-cultural environment.

-Knowledge of monitoring and evaluation, including managing indicator databases, analysis.

-Experience in planning, monitoring and evaluation and development of supporting tools and systems.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4106 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
