OBJECTIVES OF THE PROGRAMME

Theoverall objective of the Country Focus and Coordination (CFC)Unit is toensure the provision of strategic, responsive and coordinated support by the Regional Office tostrengthen the leadership and capacities of WHO Country Offices (WCOs) in the African Region tobecome the lead in the definition and coordination of the implementation of national health agendas to achieve health impact, including the SDG 3 and other health-related SDG targets, within the context of the ongoing UN reform.The Unit provides advice to WHO Country Offices on the planning, development, monitoring and evaluation of Country Cooperation Strategies (CCS) and ensures that the country perspectives are integrated in Regional policies and plans.The Unit is also responsible for advising the Regional Director on issues concerning the effective operations and program delivery of the country offices, making recommendations for appropriate policy or procedural change.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties:-->Contribute to the implementation of a “One Stop shop” approach in the CFC Unit to facilitate a coordinated response to the member States and WCOs requests liaising with other WCOs, ISTs and regional clusters;-->In collaboration with the Technical Officer Strategic Information Management, monitor the quality of support WCOs receive from ISTs and the RO using the web-based platform;-->Advise senior management on recommendations for enhancingoperations, and programmatic implementationto achieve AFRO country-level strategic priorities and CCS implementation based on analysis of monitoring data and reports;-->Recommendand facilitate the implementation of improvementsbased on monitoring of corporate reports of service delivery from ISTs and the RO;-->Provide quality assurance on course content and facilitate the organisation of coaching and capacity development of HWCOs;--> Provide quality assurance of the WCOs Strategic planning process, including for WHO contribution to the Country Common Analysis (CCA) and to the development of the United Nation Sustainable Development Cooperation framework (UNSDCF);-->Guide the implementation of initiatives for compliant implementation of the global performance management and accountability framework by WCOs and ISTs;-->Support the implementation of the integrated policy and strategic support to the WCOs towards institutionalizing core functions of WHO to deliver on the triple billion targets;-->Facilitate the conduct of the Administrative and Programme Reviews by the WCOs Functional Transformation Team;-->Share best practices, approaches and ensure the incorporation of corporate mandates in country policy dialogue and strategic alignmentincluding via shared knowledge platforms;--> Contribute to resource mobilization for the Unit's work;-->Perform other related responsibilities, in his/her area of expertise, including replacing and backstopping, as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced degree in health-related discipline or Medicine and Post Graduate degree in Public Health, Social Sciences and or Management. Desirable: Advanced degree in Medicine is an advantage

Experience

Essential: A minimum of seven (7) years' experience managing programme development, implementation and monitoring results in an international organization. Desirable:

--> Knowledge of the principles, techniques and practices of a wide range of country cooperation issues;-->Excellent interpersonal skills with ability to advise, cooperate and negotiate;-->Knowledge of the UN development system at the country level including preparations of UN strategic documents at country level and managing performance;-->Excellent organizational and analytical skills, complemented by good presentation skills;-->Ability to work in an international and multicultural environment with staff at various levels;-->Ability to establish and maintain partnerships at local and international levels.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3921 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
