OBJECTIVES OF THE PROGRAMME

Theoverall objective of the Country Focus and Coordination (CFC)Unit is toensure the provision of strategic, responsive and coordinated support by the Regional Office tostrengthen the leadership and capacities of WHO Country Offices (WCOs) in the African Region tobecome the lead in the definition and coordination of the implementation of national health agendas to achieve health impact, including the SDG 3 and other health-related SDG targets, within the context of the ongoing UN reform.The Unit provides advice to WHO Country Offices on the planning, development, monitoring and evaluation of Country Cooperation Strategies (CCS) and ensures that the country perspectives are integrated in Regional policies and plans.The Unit is also responsible for advising the Regional Director on issues concerning the effective operations and program delivery of the country offices, making recommendations for appropriate policy or procedural change.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties:-->Coordinate information gathering on factors that may influence Health Development in countries and regularly advise the Regional Director and senior management accordingly-->Oversee the generation and analysis of scorecards, lessons learned and best practices from monitoring reports on the responsiveness of the Regional Office, including ISTs to requests by WCOs for technical support-->In collaboration with PBM unit provide strategic support to the monitoring of the implementation of the CCS and AFRO's strategic priorities and WCO work plans in the context of GPW13; including Integrated support to WHO Country Offices-->Facilitate and monitor the implementation of AFRO's functional review of country offices including leadership functions, documenting outcomes, lessons learned and best practices -->Plan and lead the Country Performance assessment and provide regular feedback to the Regional Director and WHO Representatives-->Facilitate the development and regular update of country profiles and country briefs, policy briefs and/or recommendations utilizing various data sources including African Health Observatory and WCO quarterly reports and country intelligence-->Facilitate streamlined organizational reviews and monitoring of country offices, advising on the managerial implications of Country Office structure and capacity evaluations-->Facilitate CO access to information, latest developments, topical discussions, key players and evidence in the area of innovation;-->Guide the data analysis, distillation and dissemination of best practices in WCO management including via shared knowledge platform-->Supervise the maintenance and updating of data base, electronic reporting and unit website -->Provide leadership to staff under his/her responsibility by promoting a culture of high performance, ethical behavior and integrity in accordance with the Organization's Policies, Rules and Procedure; --> Contribute to resource mobilization for the Programme's work;-->Perform other related responsibilities, in his/her area of expertise, including replacing and backstopping, as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced Degree in Public administration, Business Administration, International relations or another relevant field plustraining in Result Based Monitoring and Evaluation. Desirable:

Essential: A minimum of seven (7) years' experience working in areas related to gathering and analyzing information for decision makingin an international organization. Desirable:

-->Excellent organizational and analytical skills, complemented by good presentation skills;-->Excellent interpersonal skills with ability to advise, cooperate and negotiate with WHO country-offices. Ability to communicate clearly and concisely, orally and writing with tact, discretion and diplomacy;-->Able to work in an international and multicultural environment with staff at various levels;--> Ability to analyse data and translate findings into action; -->Proven skills in policy development, planning, monitoring and evaluation.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3921 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
