OBJECTIVES OF THE PROGRAMME

The Health and Migration Program (PHM) represents the Organization and provides global direction on the technical area of health and migration.

The PHM work will implement the Global Action Plan: "promoting the health of refugees and migrants," within the overall framework of WHO's Constitution, GPW13, towards achieving SDGs and respecting the WHO values chart. PHM will maximize the Member States' Organization-wide contribution to achieving significant health status gains for the refugee and migrant populations.

The PHM mission will be consistent with the six priorities of the Global Action Plan: "Promoting the Health of Refugees and Migrants". The work of PHM will focus on country impact in partnership with regions and alignment with their strategic and operational planning. PHM will provide technical support to countries and partners to ensure evidence-informed health support and advice on their health and migration priorities. PHM promotes inter-country and inter-regional collaboration along migratory routes by supporting sharing good practices among countries of origin, transit, and destination.

The PHM will operate through five guiding core functions:

1) Provide global leadership, high-level advocacy, and dialogue to raise awareness and political commitments and coordinate policy development on health and migration.

2) Set norms and standards for health and migration, including developing guidance and tools and promoting a research agenda to generate evidence to support decision-making and global guidance for new tools and strategies on health and migration.

3) Monitor trends, strengthen health information systems, and develop an accountability framework and indicators for progress monitoring and reporting on the Global Action Plan implementation.

4) Provide specialized technical assistance, response, and capacity-building support to Member States, WHO technical departments, regional and country offices, and partners to address public health challenges associated with human mobility wherever needed nationally and transnationally.

5) PHM promotes health and migration multilateral actions (inter-country, inter-regional, and global), across United Nations systems, including the United Nations Network on Migration (UN Migration Network) and other intergovernmental and nongovernmental mechanisms.

DESCRIPTION OF DUTIES

  • Coordinates the implementation of strategic priorities, provision of programmatic advice, and design of public health interventions to advance refugee and migrant health agenda at local and national levels, in line with the WHO Global Action Plan.
  • Provide senior-level strategic advice and support to the Director on the oversight, coordination, and delivery of health and migration programs, tools, and initiatives well-coordinated with the technical department at headquarters, Regional Offices, and in full support of Country Offices in line with the Global Action Plan.
  • Provide technical expertise in the area of policy, planning, and programming in response to existing challenges related to health and migration.
  • Provide highly competent expertise to the Director for promoting health and migration work across WHO's three levels collaboratively with PHM colleagues, HQ technical departments, and external partners,
  • Oversee the project management of the development of country-specific work planning parameters and establish performance standards and indicators for monitoring and reporting the impact of the program's work at the country level.
  • Facilitates a coherent and consistent approach to refugee and migrant health among WHO programs and across WHO's three levels.
  • Provides technical support and cooperation with national authorities for the development, implementation, monitoring, evaluation, and revision of national health and migration programs, actions, and policies, as part of the health systems and for improving access to essential health services guided by current global and regional strategies and action frameworks.
  • Ensure sound management of WHO resources and facilitation of the optimal use of WHO financial, technical, logistic, and human resources in the delivery of technical support to countries.
  • Leads cross-organization collaboration on health ad migration across the three billion of the GPW13 in line with the WHO value chart and implementation of Global Action Plan and supporting alignments with Regional Action and Agenda on health and migration.
  • Ensure health and migration capacity-building through applying public health leadership skills and multiple approaches, including communities of practice, organizational learning, training, mentoring, and example setting, with demonstrated ability to work effectively with the Government and colleagues in a team setting.
  • Ensure the substantive technical and quality preparation and organization of briefings and consultations on health and migration that are attended by the Director and Senior Management.
  • Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential:

  • An advanced level university degree in Medicine, or Health and Migration.

Desirable:

  • An advanced level university degree (Masters level or above) in one of the following areas in Epidemiology, health management systems, health equity, health policy.

Experience

Essential:

  • At least ten years of professional experience at the global, regional, and country levels in developing and implementing health programs, such as migration, epidemiology, health sector reform, and multisectoral collaboration.
  • Within this experience, at least five years of experience in coordinating, developing, and implementing policies, planning, implementation, monitoring, and evaluating strategized action on the health of refugees and migrants in a leading position at the regional level or Country Office management.
  • Demonstrated experience in working at the country level with successful management of resources with clear indicators.
  • Demonstrated experience at the international level. [WBA1]

Desirable:

  • Experience in relevant UN agencies and or National Health Systems for formulation and mainstreaming of inclusive health and migration strategies, policies and plans in the government plans.

8. Effective skills in building teams and strong working relationships with multidisciplinary and multicultural teams.

9. Personal attributes include integrity, tact, discretion, including others as confidentiality, and promoting a respectful workplace and adequate communication modalities with colleagues.

10. High-level judgment, responsibility, and initiatives to anticipate risks/problems and make proposals to facilitate these.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6043 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
