OBJECTIVES OF THE PROGRAMME

Within the context of the GMC Cluster, the purpose of the position is to provide support and coordination efforts by the World Health Organization in the African Region to ensure effective, timely and robust early detection, prevention and response to cases of sexual exploitation, abuse and harassment (SEAH); and put in place systems to respond to incidents including complaints mechanisms, survivor centered assistance and feedback on measures taken. Under the direct supervision of the PRSEAH Regional Coordinator, the incumbent will ensure that the WHO workforce adheres to the norms and ethical principles related to the prevention of sexual exploitation, abuse and harassment. The PRSEAH Technical Officer, will contribute to provide all related services to the WHO workforce across the African Region. He/she will ensure that strategic guidance and recommendationsare provided to AFRO PRSEAH Focal Points.

DESCRIPTION OF DUTIES

  • Support WHO Focal Points (FPs) in WHO AFRO offices programs and operations including developing, overseeing and implementing PRSEAH requirements such as:country action plan, SOPs, WHO SEAH Country Risk assessment, Implementing partners (Ips) SEAH capacity evaluation- Ensure that all WHO Country offices have developed the PRSEAH SOPs including the GBV/PRSEAH Referral pathways, the Action plan, have adapted the “No excuse card” and shared with all personnel. - Mainstream PRSEAH in WHO Programs and operations including in human resource management and WHO emergency operations to mitigate potential risks through implementation of safe-guarding measures during recruitment, dissemination of PRSEAH information package to all personnel and Implementing partners.- Mitigate PSEAH risks within WHO Programming through dissemination of PRSEAH information package to all personnel, partners and contractors, implementing PRSEAH trainings including training of volunteers and Government counterparts.- Develop/adapt/implement internal reporting and response procedures including reviewing and strengthening of existing reporting mechanisms, implementing clear SOPs for handling of community complaints, mapping and streamlining existing referral systems.- Ensure that all WHO workforce comply with the mandatory PRSEAH e-learning- Strengthen, monitor and report on the PRSEAH interventions across the Region- Support PRSEAH mainstreaming among implementing partners, including national Governments, NGOs and NGOs.- Support the WHO PRSEAH Focal Points (FPs) to systematically roll out the UN Protocol on assistance to victims of SEA, the UN protocol on implementing partners related to SEA, the IASC core principles and IASC Minimum Operating Standards throughout the WHO AFRO COs and accompanying partner assessment, and support as needed. - Support HO PRSEAHFPs on organizing and implementing awareness and training sessions of Implementing Partners as part of the PSEA capacity building of Implementing Partners.

REQUIRED QUALIFICATIONS

Education

Essential: First University Degree in psychology, gender studies, humanitarian affairs, human rights, project management, sociology, public health, development studies, and/or other related social science disciplines. Desirable: Specialized training in relation to ethics and gender-based violence.Specialization in specific training on dealing with and mitigating sexual and gender-based violence, or Community based Complaint mechanism, or SEAH or safe guarding.

Experience

Essential: At least 5 years of relevant progressive work experience including experience in humanitarian relief work. At least two years of experience in, the prevention of SEA, or sexual and gender-based violence (SGBV),or in Accountability to Affected Populations (AAP), or Protection, Human rights, and/or Protection/ Child Protection. Experience in developing and facilitating training and capacity-building activities is an advantage. Desirable: Experience in the UN System in the areas of humanitarian interventions will be an asset.

Skills

Exposure to the international development and humanitarian architecture, familiarity with the UN system and global coordination structures like the IASC. Familiarity with data protection and confidentiality measures. Proven ability to develop and implement an Action Plan/strategy and demonstrated ability and capacity to engage with multiple partners and stakeholders and with communities.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2852 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
