OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The objective of the Health Emergencies Department (PHE) of the Pan American Health Organization (PAHO/WHO) is to increase health sector resilience to emergencies and disasters. PHE assists Member States to strengthen the health sector’s capacities in prevention, risk reduction, preparedness, surveillance, response, and early recovery for emergencies and disasters related to any hazards (natural, man-made, biological, chemical, radiological and others) and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain disasters, including outbreaks, and to provide effective relief and recovery to affected populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional Emergency and Disaster Response policy.

DESCRIPTION OF DUTIES

Under the direct supervision of the Advisor, Detection, Verification & Risk Assessment (HIM/DVA) and the general guidance of the Unit Chief, Health Emergency Information & Risk Assessment (PHE/HIM), the incumbent is responsible for, but not necessarily limited to, the following duties:

a) Provide support for the implementation of activities included in the entity’s program of work and for the application of the International Health Regulations (IHR);

b) Provide support for the management of the epidemic alert and response duty officer system which provides 24/7 coverage of communications as required by the IHR;

c) Contribute to the preparation of the Epidemiological Alerts and Updates and the Annual Report of the Epidemiological Alerts and Updates and in their internal and external dissemination;

d) Contribute to and support the preparation of Rapid Risk Assessments for selected events;

e) Collaborate in the development and periodic revision of the IHR National Focal Point (NFP) Standard Operating Procedures (SOPs);

f) Collaborate in developing and updating the DVA Standard Operation Procedures (SOP) in line with WHO Emergency Response Framework (ERF) and the WHO Health Emergency Program; review periodically for updates and suggest changes, as necessary;

g) Conduct periodic multi-pronged communication tests (phone, e-mail and fax) with IHR NFP contact information to ensure IHR NFP connectivity as required by the IHR (24/7); report the results to each States Parties and produce an annual report on the results obtained to inform IHR Secretariat and the Subject Matter Specialist on a timely basis;

h) Update periodically the contact information changes received from States Parties and liaise with IHR Secretariat to ensure that WHO HQ has the same information;

i) Carry out the IHR Annual Confirmation for the 35 States Parties from the Americas Region, and liaise with IHR Secretariat to ensure WHO HQ has the same information;

j) Coordinate access of PAHO focal points to the WHO Event management system and update periodically;

k) Coordinate access of PAHO focal points and IHR National Focal Points to WHO Event Information Site;

l) Contribute to the analysis linked to the formulation of briefing documents and materials; support translation and revision of sensitive internal and external communications as well as materials prepared for publication;

m) Develop and update resource library for DVA team utilizing SharePoint, including maintaining important links, documents, and templates among other resources;

n) Support the Organization’s emergency and disaster response operations and serve as a member of the Regional Disaster Response Team;

o) Perform other related duties, as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a health or social science, or any other field related to the functions of the post, from a recognized university.

Experience****:

Essential: Five years of combined national and international experience working in epidemiology, communicable diseases and public health. Experience in epidemiology and surveillance of infectious diseases, complemented by experience in collection and verification of epidemic intelligence and international risk assessment.

Desirable: Experience in detection, verification, alert and response and International Health Regulations (IHR-2005), and international experience in technical cooperation programs in health, would be an asset.

REMUNERATION
