OBJECTIVES OF THE PROGRAMME

The Global HIV, Hepatitis and Sexually Transmitted Infections Programmes (HHS) hosts the WHO's Global HIV Programme,the Global Hepatitis Programme (GHP) as well as the Global Sexually Transmitted Infections (STI) Programme. The programmes are guided by the Global Health Sector Strategies on HIV, Viral Hepatitis and Sexually Transmitted Infections (GHSS) 2022-2030 that were approved bythe World Health Assembly in May 2022. The programmes have the following strategic directions: 1) Deliver people-centred evidenced-based services; 2) Optimise systems, sectors and partnerships for impact; 3) Generate and use data to drive decisions and action; 4) Engage empowered communities and civil society;and 5) Foster innovations for accelerated action. The 2022-2030 GHHS's are linked to achieving the goals of the 2016-2030 Agenda for Sustainable Development (or the Sustainable Development Goals), in particular the goals of ending AIDS, tuberculosis and malaria; and achieving universal health coverage and healthy lives and well-being for all at all ages by 2030. The objective of all three Programmes is to lead an effective, organization-wide effort to support Member States in the implementation of the GHSS. The programmes provide technical and strategic leadership and leverages on the capacity of other headquarter departments to contribute to elimination. The programme also work closely with WHO CountryOffices, through the Regional Offices in order to maximize WHO's impact in the context of the General Programme of Work 13 (GPW13) guided by the “Triple Billion” targets related to universal health coverage, protection from health emergencies, and promotion of better health and well-being for all.

DESCRIPTION OF DUTIES

(1) To provide HIV leadership on the HIV cross-cutting agenda. To ensure that the HIV agenda of HHS is aligned with and supporting implementation of the Global Health Sector Strategy on HIV, GPW13 and the relevant World Health Assembly Resolutions, is adequately monitored and managed. This includes coordination ofthe global governance and advocacy agendas and partnerships (Global Fund andPEPFAR country operational plans) related to HIV. In addition, strategic and leadership support is provided to the Director and ADG on models of integration of HIV under the Universal Health Care (UHC) umbrella and within the PHC approach. The Director is kept informed about critical issues, risks and developments and is consultedas needed in a timely manner. To ensure appropriate and timely contribution to all important internal and external requests for information and provide comprehensive briefings and briefing materials for senior management in WHO, especially related to regions and countries.(2) To coordinate the implementation of the GlobalHealth Sector Strategy on HIV across the three levels of the organization (global, regional and country level) to reach impact at country level. To ensure that technical assistance can be provided to member states on high impact interventions and innovative and integrated service delivery within the context of Primary Health Care. Identification of priority countries and documentation of progress towards achievements of the GPW13, GHSS and SDG targets and goals. Responsible for the technical experts meetings, as well other coordination meetings with regions and countries. To work with the strategic information team on Country Intelligence, costing of HIV responses and monitoring and reporting on the GHSS HIV progress. (3) To lead - in coordination with the Director- the Global Fund (GF)partnership as well as the PEPFAR Country Operational Plans. Represent WHO/HHS in the Global Fund situation room, technical advisory group (TAG). Collaborate with the Deputy Director General Office and the ADG office on major GF related initiatives and grants. Provide guidance and information to the technical units within HHS as well as to the regional and country offices on Global Fund strategies, governance, initiatives and grants related to NSPs and global fund concept note development.(4) To coordinate with regionaloffices and country offices the country support plans and other related planningexercises (Technical Expert Networks etc.). Coordinate and monitor the HIV technical support requests and needs, track and report on HIV technical support provided following the biennial work plans and country support plans. Work with the regional and country offices to ensure technical assistance is delivered in an integrated way related to PHC, NCD, TB, etc. and build on documented best practices. Conduct capacity building around best practices that can be replicated to other countries, including on innovations, within the context of South to South learning. Where feasible advocate for implementation in other countries and advocate for programme delivery is done through the PHC framework.5) Liaise with the Strategic InformationAnalysis (HHS/SIA) unit to make sure that country profiles are up to date including the relevant data related to policy and strategic planning documents data (e.g. National Strategic Plans (NSPs), NSP reviews, etc. ) and upload best practice documents as a knowledge hub, as well as technical assistance tracking as described above. (6) To work with the WHO communications team on advocacy events and conferences (World AIDS Day, ICASA, etc.). (7) The incumbent may be requested by Senior Management to assume additional responsibilities.

REQUIRED QUALIFICATIONS

Education

Essential: Medical degree or Master degree in Public health or related qualifications. Desirable: PhD in public health, Epidemiology and/or communicable diseases.

Experience

Essential: At least 10 years' work experience in the design and implementation of public-health communicable disease-control programs. At least seven years' experience in the implementation of HIV programmes in LMICs. Documented fiveyears' experience in establishing and maintaining regional or global partnerships in public health, including with Global Fund and PEPFAR. Desirable: Documented experience primary health care frameworks and strategies would be an asset. Experience in international public health organisations would be an asset.

Skills

Demonstrated expertise in advocacy, management and implementation of infectious disease programmes. Excellent networking and partnership maintenance skills. Technical expertise in the area of infectious disease control of HIV. Proven ability to provide strategic and expert advice on technical and policy issues relating to HIV. Excellent programme management and technical support skills, and analytical skills, complemented by excellent communication and presentation skills. Tact, discretion and diplomacy. Ability to produce results under pressure

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5395 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
