OBJECTIVES OF THE PROGRAMME

The Division of Data, Analytics and Delivery for Impact supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in Member States. It's goal is to build capacity in member states to monitor the health of their populations and the impact of health interventions and to promote evidence informed policy decisions. The monitoring of WHO's Global Programme of Work 132019-2025(GPW 13) Impact Framework is also a key function. The Department of Data and Analytics is responsible for monitoring progress on the GPW 13, strengthening country health information,data generation and evidence creation in collaboration with partners and addresses critical data gaps for priority health topics. It also serves as Division focal point for collaboration with other departments with regard to primary data generation efforts and analysis. It undertakes analysis of health trends and determinants.

DESCRIPTION OF DUTIES

Under the overall guidance of the HIS Unit Head, the incumbent will perform the following tasks:

1. Coordinate the global agenda of strengthening civil registration systems in countries, in close collaboration with the UN commissions and concerned partner organisations.

2. Support countries, in collaboration with international and national partners in strengthening coordination between the health sector, other national CRVS stakeholders and international CRVS partners, and national informational systems more broadly.

3. Coordinate with partner agencies and national stakeholders to support countries in strengthening country reports on mortality statistics by strengthening data collection, analysis and use of mortality and cause of death data, as well as production of vital statistics reports at national and sub-national levels.

4. Develop materials and support countries to strengthen regional and national institutional capacity for using data from CRVS to monitor SDGs, including indicators related to birth and death registration and causes of death, and also wellbeing and health inequality.

.5. Together with other technical units in WHO and partners, participate in the development of technical CRVS-related guidance in an effort to strengthen the standards for analysis and uses of vital statistics, promote vital event notification and integration with the national CRVS systems as part of the overall national data structure.This may include the production of global reports, technical papers related to CRVS and the use of vital statistics.

6. Work with relevant WHO technical units and partners to provide technical guidance and capacity building to countries on CRVS system strengthening, including CRVS assessments, verbal autopsy methods and others that are part of the suite of tools to strengthen CRVS data collection and analysis.

7. Represent the organization in international technical working groups and related conferences,provide expert opinion for strengthening CRVS and the roles of the health sector and vice versa, especially in vital events and cause of death data systems.

8. Perform other duties as required by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in public health, demography, medical science,biostatistics, statistics, epidemiology or related field.

Desirable: A PhD in one of the above-mentioned technical fields.

Experience

Essential:

  • At least seven years of experience in management and strategic planning, including result-based monitoring and evaluation.
  • Knowledge and experience in statistics,including health areas related to CRVS, administrative data systems, and including understanding the data needs of developing countries.
  • Knowledge and experience in working with international agencies and partners (multilateral,bilateral and inter-governmental).
  • Experience in working and collaborating with national statistical systems in the design of results-based interventions.
  • Demonstrated ability to write reports and publish academic standard papers.

Desirable: Experience within WHO or another UN international organization.

Skills

  • Demonstrable understanding of international statistical standards-setting and coordination on data for development, including the dynamics of the role of the CRVS in the data systems in countries and the public health needs in developing countries.
  • Proven knowledge of the International Classification of Diseases (ICD) and related classifications.
  • Knowledge of different tools for data collection and analysis of mortality including mortality surveillance, medical certification for the cause of deaths, data quality assessment.
  • Provenability to convene and coordinate for a multi-stakeholder platform for CRVSsystem strengthening, especially in complex environments.
  • Demonstrated skills in organization, coordination, communication, negotiation, teamwork and financial management.Experiencein areas related to the work of civil registration and vital statistics.
  • Proven ability to make linkages between CRVS and other areas of statistics.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5135 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
