OBJECTIVES OF THE PROGRAMME

The mission of WHO's UHC/Healthier Populations Division is to contribute to reducing health inequalities and reducing preventable disease and injury caused by environmental, social and economic determinants of health. This is achieved through a coordinated inter-sectoral approach aimed at enabling all people to enjoy better health and well-being, in line with the Organization's 13th General Programme of Work (GPW13) and the Sustainable Development Goals. The role of the Department for Environment, Climate Change and Health (ECH) within the overall work of WHO, is to promote a healthier environment, intensify primary prevention and to influence public policies in all sectors to address the root causes of environmental threats to health. ECH develops and promotes preventive policies and interventions based on an understanding and an in-depth scientific analysis of the evidence base for environmental determinants of human health.The Air Quality and Health (AQH) Unit provides technical support to WHO's Member States in the development of normative guidance and tools and provision of authoritative advice on health issues related to air pollution and its sources. Monitoring and reporting on global trends and changes in health outcomes associated with actions taken to address air pollution and/or energy access at the local, national, regional and global levels is an additional key facet of this. In this context, AQH promotes interventions and initiatives for healthy sectoral policies (including energy, transport, housing and development), addressing key risks to health from air pollution, indoors and outdoors, supporting a clean and sustainable energy transition and contributing to achieving health co-benefits from climate change mitigation policies.

DESCRIPTION OF DUTIES

  1. Serve as a technical focal point on issues related to energy access in health care facilities.
  2. Design and role-out capacity-building activities for the health and other sectors to understand the energy needs of health care facilities based on the local context, available resources, types of services delivered, etc.
  3. Provide technical guidance to countries on accelerating electrification of health care facilities through activities such as conducting techno-economic evaluations of electrification options for health care facilities.
  4. Identify key activities to be undertaken in the context of the energy - health nexus, aiming at accelerating electrification of health centers through clean and sustainable energy, and building upon existing efforts on the ground. This includes facilitating coordination of efforts between actors involved in the energy-health nexus, with the aim of leveraging synergies, fostering alignment,and maximizing impact on the ground.Contribute to, and further develop the design, implementation and outreach of the global Health and Energy Platform of Action (HEPA) and related High-level coalition on Health and Energy.
  5. Develop and strengthen partnerships with international organizations, governments, donors, philanthropic institutions, development partners, private sector, and civil society organizations to advance initiatives and activities that can contribute to the achievement of HEPA objectives, in particular electrification of healthcare facilities.
  6. Promote and contribute to the development and strengthening of public policies, strategies, interventions and programs that can contribute to the achievement of HEPA objectives through: (a) development and/or dissemination of relevant lessons learned and best practices, including through knowledge products and communication activities; (b) development and implementation of energy-health initiatives, roadmaps and action plans at international, regional or national level, based on a multi stakeholder approach; (c) activities aimed at increasing awareness about challenges and opportunities and at mobilizing political commitment around the energy and health nexus.
  7. Facilitate engagement and cooperation with other departments and units within the Organization to integrate health care facility electrification as a fundamental element of health systems planning, emergency preparedness, health facility monitoring and service provisions assessments as well as essential healthcare delivery packages.
  8. Identify and support the mobilization of resources to support country efforts on electrification of health centers and promotion of clean cooking.Support the planning and participate in high-level and/or technical meetings at international fora, related to health and energy.
  9. Perform other related duties, asassigned.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in natural sciences, environmental health, public health, or equivalent fields. Desirable: An advanced degree (Master level or above) in energy related fields like electrical and/or environmental engineering.

Experience

Essential:

  1. Minimum of seven years of experience related to technical and/or policy work on health and energy, of which at least five years at the international level.
  2. Experience with the coordination of multi-stakeholder collaborative efforts or platforms.

Desirable:

  1. Work experience with WHO or other UN agencies.
  2. Experience conducting work in fragile settings and countries.
  3. Experience in the understanding and assessing the energy needs of health care facilities for the delivery of health care services through sustainable energy technical solutions.
  4. Experience with developing and implementing projects and partnerships related to health-care facility electrification with other UN or international agencies and stakeholders.
  5. Experience conducting policy and techno-economic analysis on health care facility electrification with sustainable energy solutions, and related capacity-building activities.
  6. Experience with the development and implementation of funding proposals on environmental health projects, particularly those related to health and energy.

Skills

  • Strong understanding of energy policy and infrastructure, as well as the various technological options for healthcare facility electrification. Knowledge of WHO's work on norms and guidance, and their role in standard setting.
  • Extensive knowledge on the viability and use of off-grid and/or sustainable energy systems in remote or resource constrained settings.
  • Excellent organizational and analytical skills with ability to multi-task and produce results, under pressure.
  • Excellent communication and inter-cultural skills.
  • Strong coordination skills.
  • Ability to analyze and synthesize information from multiple sources to support understanding from wide audiences.
  • Professional skills in the development of reports and informative documents.
  • Fluency in English is required.
  • Familiarity with working within the UN system.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5135 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
